The prosecutor's office initiated proceedings for forgery by the Register of navigation of Ukraine of documents of Shipbuilding plant of 61 Communard (Nikolaev)
The transport prosecutor's office brought criminal case upon forgery of documents by regional representation of the Register of navigation of Ukraine in Nikolaev of documents on certification of GP "Shipbuilding Plant of 61 Communard".
As it became known from reliable sources, investigators of prosecutor's office made yesterday, on March 18, 2009, seizure of documents at office of Regional representation of the Register of navigation of Ukraine in Nikolaev to the address Civil descent. 1/7.
Transport the procurator of Nikolaev isn't made comments yet by this event.
The director of the regional office of the Register of navigation of Ukraine in Nikolaev Nazarov Sergey Igorevich refused to confirm the fact of initiation of legal proceedings.
"I can't while about it to speak. I have no understanding what exactly occurs and in what occasion", - Nazarov told.
However at office S. Nazarov confirmed the fact of seizure of documents with investigators.
"Yes, investigators were yesterday. But on which business I can't speak" yet, - S. Nazarov added.
As it was reported, in February, 2009 it became known that GP "Shipbuilding Plant of 61 Communard" makes repair of vessels, without being the certified Register of navigation of Ukraine.
The enterprise which goes in for shipbuilding or ship repair according to Rules of the Register of navigation of Ukraine has to be recognized by the Register and have the Certificate on recognition by the Register.
For issue of the Certificate, the enterprise, its laboratories, workers is checked by the Register and have to be competent and own methods and ways of control necessary for performance of work.
I.e. laboratories exercising quality control have to check periodically the devices and the equipment under Register control, in other words periodically to confirm the qualification for ensuring appropriate quality control of performed works.
It is violation "The guides to technical supervision over construction and production of materials and products" the Register of navigation of Ukraine.
Therefore it is impossible to guarantee quality of the performed ship-repair works, and as a result safety of swimming of a vessel after repair.
As MBNU from sources close to the investigation after this situation became property of the public became known, the management of plant communicated the director of the regional office of the Register of navigation of Ukraine in Nikolaev Nazarov Sergey Igorovich.
The purpose of the management of plant was simple - to issue plant certification "backdating". This "operation", in case of success, would deprive of the company - контрагены the bases for judicial claims to plant.
This fact also was opened by investigators of prosecutor's office.

Reference: The register of navigation of Ukraine is classification society which exercises technical supervision and carries out classification of sea and river trade vessels according to article 22 of the Code trade navigation of Ukraine and articles 26 and 29 of the Law of Ukraine "About transport".
Sea vessels, vessels internal and mixed (the river - the sea) swimmings irrespective of forms of ownership and departmental accessory are subject to classification and technical supervision of the Register.
Over 3000 vessels with a general gross tonnage of 2,3 million units are a state for 2007 under the supervision of the Register of navigation of Ukraine.
Among them - 735 vessels sea and mixed ("the river - the sea") swimmings with a gross tonnage of 1,5 million units.
GP "Shipbuilding Plant of a Name of 61 Communards" specializes on a vessel construction of all types weighing cases up to 28 thousand tons, and also carries out repair of vessels.>
The plant is one of the largest in Ukraine, more than 80 which % of production go for export.
Though "The shipbuilding plant of a name of 61 Communards" formally is in the state ownership, many analysts slopes to consider that the top - management of the enterprise is under the influence of the Kherson and Black Sea shipbuilding plants.
And, thus, enters into ship-building holding of the Russian oligarch Vadim Novinsky.
