20-summer mother "has moved from Nikolaev to Kiev about a year ago. Rented apartment in the downtown". The brother and the sister didn't live with the father from - for the fact that he "showed aggression". At the end of October their mother has given birth to the child from "new love", the ombudsman has reported.
"9 days ago Vlada has left to darling and has closed the senior children in the apartment. From food they had only a few candies. All these 9 days mother didn't come home. Children tried to get out of the apartment, looked for holes in which it would be possible to call to the aid. At entrance doors have even pulled out a piece of linoleum", - has written Kuleba.
The ombudsman reports that to children there came the grandmother who couldn't open a door and has left.
"Neighbors heard crying of children every morning and every evening. They say that have even called the police, but on requests nobody has opened a door in the apartment and the police has left. Their grandmother (Vlada's mother) also knew that children are closed in the apartment. She even brought them food, but couldn't come into the apartment and has left home", - the ombudsman has told.
"Daniil has died from hunger 3-more го December. Ania has been closed with the dead brother to 6-го December. Now the girl is in a serious condition in intensive care... this hour it is known that at her bodies have already begun to refuse", - has written Kuleba.
"I again address the Cabinet of Ukraine of rather immediate introduction of positions of experts of social work! Today we sustain injuries and death of children and we spend billions of hryvnias for overcoming consequences, but have refused to hold since 2014 12 000 experts of social work for 300 million hryvnias a year which would reveal and warned trouble", - calls омбусмен.
