The president Yushchenko demands creation of new, capable department

It is a shame to the president that he has such neighbors. Surrounded with Bolivia, Sudan and other states with not the best reputation, Ukraine regularly appears in lists of the most corrupted states of the world. Now Victor Yushchenko wants to change a situation. "I address to Security council of Ukraine and to law enforcement agencies with a request within three weeks to develop a comprehensive plan of fight against corruption", - he declared recently after meeting on a subject fight against corruption.

Bribes on 500 million euros

The president already precisely knows how to drain this bog. He wants to create National committee of inquiry which will coordinate activity of fighters with corruption and, probably, to carry out supervising function. United in small groups, investigators have to try to discover in authorities "black sheep" and report about results of the work to directly general prosecutor.

The president is dissatisfied with that in Ukraine there is no the effective anti-corruption law providing criminal liability. The Minister of Internal Affairs Yury Lutsenko adds: though in the country of laws there is a lot of, they don't work from - for too insignificant punishments. "The law doesn't provide imprisonment. It is possible to impose only the penalty equal to 41 dollars, and it everything", - the Minister of Internal Affairs explained.

Corruption got into all sectors of society, into all institutes, the president Yushchenko was indignant. Last year, by the most conservative estimate, Ukrainians paid half a billion euro in the form of bribes. In this case the head of state considers as the most scandalous that the most predisposed to replenishment of the pockets by this way there were high-ranking officials. Not such it and a rarity when at commission of large deals with real estate the million sums are paid.

Useless high school diplomas

Basic problem for Ukraine is that in everyday life bribery pretty often isn't considered as lawlessness.For example, old, still the Soviet tradition to give to teachers flowers and chocolates for holidays and to birthday I turned into ritual, and often it is a question any more only of flowers and chocolate. It leads that the actual opportunities of local experts not always coincide with specified in diplomas to complaints of the western firms. Many employers at employment began to resort to carrying out own tests to check knowledge of applicants.

Besides, the majority of firms begin with internal training of new employees to lift their qualification on an appropriate level.
