Today, on November 13, in business - the Aleksandrovsky center I took place a press - conference "The rights of gays and lesbians. Ukrainian realities". As initiators of a briefing the Nikolaev association of gays, lesbians and bisexuals "League" acted, Is information - the educational center "For the Equal Rights", the Nikolaev regional public organization "Independent Social Advokation and Legal Assistance".
In 2008 in Nikolaev and Kherson research which included monitoring of mass media, questioning, documenting of violation of the rights and discrimination of representatives of sexual minorities in Nikolaev and Kherson was conducted. Following the results of research it became clear that the greatest number of cases of discrimination and violations of legitimate rights of homosexuals happens in the sphere of the interpersonal relations, interactions to law enforcement agencies, the labor relations, a services sector, personal privacy, the rights for information, the rights for free collecting and violence in a family.
For today 10 statements from representatives sex of minority on the facts of oppression of their rights and freedoms, among which - assaults, thefts, a moral and physical abuse in a family, anonymity violation and so forth are already collected. However these facts and statements were repeatedly ignored by law enforcement agencies. If such situation doesn't change, the Nikolaev gays, lesbians and bisexuals will defend the rights in the European court.
Also on a press - the plan of measures on discrimination counteraction on the basis of sexual orientation and gender identity was submitted to conference.
Surprisingly, this action took place without excesses. Besides tolerance present, it was promoted also by presence of the security guard who providently were in a hall.
Reference: The recommendation of PACE No. 1474 of 2000 "About position of lesbians and gays in member states of the Council of Europe" recommends to member states, in particular:to include sexual orientation in number of bases for prohibition of the discrimination, established by the national legislation; to take practical measures for fight against homophobia manifestations, especially at schools, among the medical personnel, in armed forces and law enforcement agencies, in judicial instances and legal profession, and also in sports, to organize for this purpose basic educational programs and special educational courses and so forth
The resolution of the European parliament on the general strategy of the European Union concerning Ukraine of March 15, 2001 notes need of acceptance of necessary operational and effective measures by Ukraine for fight against discrimination which is based, including, on sexual orientation.
In May, 1991 the World Health Organization excluded homosexuality from the international classification of psychiatric and behavioural frustration. Besides, in 1991 Ukraine the first of the former Soviet republics cancelled criminal punishment for the voluntary sexual relations between adult men and stopped treating homosexuality in psychiatric clinics.
According to some researches, in Ukraine lives from 800 thousand to 1,2 million gays and lesbians.
