The committee of the Verkhovna Rada concerning legislative ensuring law-enforcement activity recommends to parliament to assume as a basis the bill No. 3428 "About modification of some laws of Ukraine (concerning counteraction to bribery)" which, in particular, is provided to establish for judges, prosecutors and investigators for receiving a bribe in especially large size punishment in the form of lifelong imprisonment with property confiscation.
About it reports information management of parliament.
The bill submitted the People's Deputy from "Our Ukraine — National Self-defense" fraction Anatoly Gritsenko, it is offered to add in Art. 67 of UK the list of circumstances which burden punishment by two more, - "commission of crime by the person, in connection with performance of official duties by it" and "commission of crime from mercenary motives".
The author also suggests to add UK Art. 368 with such qualifying signs as receiving a bribe in "extremely large sizes", "employees of local governments", "judges, prosecutors, investigators". Also it is offered to expand the list condemned which according to the law "About Amnesty Application in Ukraine" don't fall under amnesty action. Such persons, in particular, offer to recognize "condemned for receiving a bribe in especially large size".
The project for receiving a bribe in especially large size provides to establish punishment:
- generally - imprisonment for up to fifteen years;
- for persons who hold responsible or especially responsible position, except judges, prosecutors, investigators, - imprisonment for the term of fifteen years with deprivation of the right to hold certain positions or to be engaged in a certain activity for up to three years and with property confiscation;
- for judges, prosecutors, investigators - lifelong imprisonment with property confiscation.
A.Gritsenko reasoned need of the fastest adoption of law by that "the bribery and corruption in the state got the extremely dangerous scales and already became real threat of national security of Ukraine".
The committee supported the bill, which acceptance as emphasized parliamentarians, will promote more effective fight against corruption and bribery in the state.
