In the Ministry of Internal Affairs note that to enter control of concentration of blood alcohol content of the driver while it is impossible.
About this UNIAN reported in Department of public relations of the Ministry of Internal Affairs in connection with the considerable public response caused by materials in mass media about introduction of control of concentration of blood alcohol content of the driver, published after a briefing in Ministry of Internal Affairs GAI Department of Ukraine.
Ministry of Internal Affairs board of Ukraine reports that such innovations are possible only on condition of creation corresponding financially - technical and methodical base. However, to enter such control, the Ministry of Internal Affairs needs to find funds for purchase of modern devices for diagnostics, known as breathalyzers. On predesigns, over 30 million UAH for this purpose are necessary, emphasized in the Ministry of Internal Affairs. Considering present level of financing of the Ministry of Internal Affairs of Ukraine, purchase of such devices is problematic, noted in DSO.
Also, according to DSO, in the near future it is impossible to dig up resources and on creation of a network of modern mobile narcological laboratories.
"Therefore the position sounded by the management of Ministry of Internal Affairs GAI Department of Ukraine, is only intention and one of possible ways of improvement of the current legislation", - noted in the ministry.
In view of the stated circumstances, DSO reminds that in Ukraine article 130 of the Code of Ukraine "About administrative offenses" by which punishment for management of the drunk vehicle is prescribed, despite number of per mille in blood of the driver - the offender works.
As reported the UNIAN, on July 2 the head of the department of GAI of the Ministry of Internal Affairs of Ukraine Sergey KOLOMIYETS declared that the State traffic inspectorate wants to establish the most admissible availability of alcohol in blood of the driver at the level of 0,3 per milles.
"But now there is huge resistance from Ministry of Health. If the agreement with the Ministry is reached, soon it will come into force", - he told.
Arguing on how everything will be measured, S. KOLOMIYETS noted: "There will be special measuring devices for this purpose. It will be hardware control.It won't depend on a human factor" (that is will make impossible external intervention for the purpose of receiving a certain result. - UNIAN).
