Deputies of the constant commission on questions of regional development, planning, the budget, finance and investments of the Nikolaev regional council only from the second time and after a break have voted for removal at session of a question of modification of the budget of area, having rowed from - for allocations of 20 million hryvnias on repair of roads.
The relevant decision was made during the scheduled meeting according to plan - the budgetary commission on Friday, June 3, after long discussion.
So, on the termination of the report of the director of the department of finance of the Nikolaev regional state administration Vadim Ishchenko deputies have begun to discuss one of paragraphs of the draft decision, namely allocation of 20 million hryvnias within execution of the program for development of highways of area.
To the first the indignation was stated by the secretary of the commission, the deputy from «Oppositional block» Andrey Krotov.
- We have already cleaned 15 million from the social sphere, now we clean 20 million more, - he has told. - Our fraction collected session concerning roads, there have arrived People's Deputies…we have stayed day, we have well listened, to us have drawn the chart, have told how everything is good that roads will be repaired…But are expensive as have been broken, they have still worsened. We could give this money for subventions, to the same veterans, needy. Frankly speaking, my hand isn't raised to vote for these 20 million.
It is remarkable that during the first vote he, as well as other representatives of OB fraction were against, but right after a break they have for some reason changed the opinion.
Responding to Krotov's words, the head of the commission, the deputy from «Blok Petro Poroshenko» Fyodor Barn has started talking that this time money will be distributed in proportion to those which allocate regional, city and village councils on places within joint financing.Then indignations from deputies and on what then the previous 15 million were allocated to the principle, have followedwhich have been directed to two directions–snigirevsky and May Day.
- We have approved such amorphous program, who doesn't give to people the answer and where there will be though that kilometer or half a kilometer of the road where we can go and look that somewhere something becomes. Today on roads of the area, unfortunately, nothing becomes. I want to tell that I told 15 million which we have really torn off from pressing problems and about it: let's tear off because roads above all. Where they have gone? They according to the decision of two commissions where deputies from pro-power fractions have the majority have gone to two areas–Snigirevsky and May Day. About any joint financing about which we spoke, adopting the program, the speech doesn't go. Three months later we haven't obtained from the power accurate information–how many money is allocated with local budgets for repairs of roads, - the head of fraction «has declaredNew power» Tatyana Demchenko.
She has suggested to recommend to a regional council to cancel point of the solution of session which have been given an opportunity to divide money for roads to two commissions–transport and budgetary.
- Let session make the decision!–she has told.
Besides, one more her recommendation was not to consider a question of modification of the budget until deputies aren't answered where the allocated 15 million why they are still not used and also why on these purposes means from the State budget aren't used have gone.
However, colleagues haven't supported her recommendation, also as well as haven't voted for the draft decision. Then Barna has interrupted a meeting of the commission and, apparently, in a break deputies have agreed as on return the question has been put to the vote once again and has gathered enough voices for acceptance. It is remarkable that the second vote took place already without participation of Tatyana Demchenko who in protest at the increased tone Barna has left a meeting of the commission.
