In Ukraine the law on 13-percentage duty comes into force for import today. The People's Deputy from BYuT Sergey Terekhin who submitted the corresponding project for consideration of BP in November, 2008was the author of the bill "About Modification of the Law of Ukraine " about a Customs Tariff " for the purpose of Improvement of a Condition of the Balance of Payments of Ukraine in the conditions of World Financial Crisis"
On February 20, 2009 the President of Ukraine Victor Yushchenko signed the law "About Modification of Some Laws of Ukraine for the purpose of Improvement of the Balance of Payments of Ukraine in connection with World Crisis". Provisions of the law provide introduction of a temporary target extra charge to rates of import duty of 13% of customs cost of the goods imported on the customs territory of Ukraine in a mode of import, except goods of critical import.
On February 26 V. Yushchenko appealed in the Constitutional court to recognize separate provisions of the law "About a Customs Tariff of Ukraine" not corresponding to the Constitution. In particular, it was a question of the provision of subparagraphs concerning acceptance by the Cabinet of decisions on size reduction, action extension, cancellation of a temporary extra charge to current rates of import duty for some goods.
The prime minister - the minister Yulia Timoshenko declared the day before that the government will submit for consideration of parliament the law on cancellation of additional 13-percentage duty for import of goods to Ukraine.
