The first vice-the speaker of the Verkhovna Rada, the member of fraction of Party of Regions Alexander Lavrinovich for transition from парламентско - a presidential government to parliamentary.
He told about it on air "Our radio", report the Ukrainian news.
"I am the adherent of to pass to the parliamentary republic", - Lavrinovich declared.
The first vice-the speaker noted that rather effective can be and the presidential model of the form of government, but expediency of its establishment in each country is defined by national traditions.
"If to keep парламентско - presidential (republic) with direct presidential elections regardless of the fact that it will be stated in the Constitution, two centers (the president and the prime minister - the minister) which will have identical legitimacy will be obligatory, and possibility of effective functioning will depend only on political culture", - he noted.
According to Lavrinovich, the Ukrainian politicians have an insufficient level of political culture and therefore the parliamentary model of board will be more effective for the country.
He emphasized that such view of the republic will give the chance to define responsible that occurs in the country, the majority created in parliament.
The first vice-the speaker also emphasized that in the conditions of the parliamentary republic the head of state is elected by parliament.
It assumed that in 2009 of fraction of Party of Regions and BYuT in Rada can combine efforts for the purpose of modification of the Constitution, including for change of the form of government.
