In Ukraine the most inconsistent policy in the agriculture sphere among all countries with a transitional economy is carried out.
About it it is spoken in the report of the Organization for Economic Cooperation and Development (OECD), "The German wave" transfers.
According to experts of this organization, the main condition of guaranteeing food security during an economic crisis is free trade and support of local producers.
"In such crisis situation the agriculture can play an important role, reducing social tension", - the expert of OECD Andrzej Kvechinski told.
According to the report, among all countries with a transitional economy in Ukraine the most inconsistent policy in the sphere of assistance to agricultural producers is carried out.
In 2003, it is spoken in the report, the government taxed landowners instead of giving support. And besides throughout a long time the state created the best conditions for those who delivered products from - for borders, and limited those who wanted to sell the Ukrainian goods abroad.
Now the Ukrainian agriculture has high potential to promote the general development of economy, and Ukraine could become the important supplier in the world market of the food, marks out OECD.
However constant political instability assists distribution of negative moods in business - sector and uncertainty in the future. All this, on the Organization for Economic Cooperation and Development conclusion, only worsened with approach of an economic crisis in Ukraine.
In Ukraine the greatest rise in prices for the food among CIS countries that is explained by increase in the world prices, a small harvest in Ukraine last year, growth of consumption and increase in the budgetary payments is observed, spoken in the report.
Among negative factors experts specify also that in Ukraine the ban on sale of land still works. Though in the memorandum between the IMF and the Ukrainian government of October, 2008 creation of the functional market of the earth is among other things supposed also.
