The contract on sale of Japan of quotas of Ukraine for emission of greenhouse gases of 30 million units became the first-ever similar document signed on the scheme of Green investments.
It was declared by the head of the organization for development of new power and industrial technologies of Japan Seidzhi Murat, making comments signed by Ukraine and Japan on March 18 on the agreement on sale of 30 million units of the quotas of emission of carbon dioxide.
Murat marked out that earlier Japan performed such transactions, but of other schemes, reports the UNIAN.
In turn, the head of National agency of ecological investments of Ukraine Igor Lupaltsov specified that according to the agreement Ukraine will be able to dispose of means from this agreement which will arrive in the budget, within two years - 15 million units annually.
In case the Japanese party finds out that means are used not on purpose and not for introduction of energy saving technologies and the environmental protection, the received means should be returned.
And if both parties are satisfied with cooperation, Ukraine will be able to continue sale of the quotas, Lupaltsov noted.
He also reported that today at different stages of readiness there are about 400 projects which it is planned to realize at the expense of the means received from sale to Japan of quotas of emission of greenhouse gases.
"After signing of this contract we sit down with mister S. MURATA and we approve the list of those projects which will suit the Japanese party. The government of Japan eventually in 2012 has to tell - yes, where you spent the money, those projects which you executed, they really improved an ecological situation, reduced emissions of greenhouse gases. And if it isn't - this money should be returned", - Lupaltsov emphasized.
He also reported that today in Ukraine projects on modernization of the enterprises теплокоммунэнерго and to their transfer to alternative types of fuel are priority.
According to National agency of ecological investments, Ukraine has a quota of emission of greenhouse gases in the atmosphere of 4,5 billion units for 5 years. Thus uses 2,8 billion units.In 5 years Ukraine can sell 450 million units of quotas.
The prime minister - the minister Yulia Timoshenko declared earlier that Ukraine can pay off for Ukraine - Japanese investment programs the quotas of emissions of carbon dioxide.
Ukraine ratified the Kyoto Protocol in 2004. It, in particular, provides trade in emissions and projects of the general introduction which give the chance to gain income from sale of quotas. Sale of part of the quota provides sale of "surplus" to those countries which exceed level of own quota of emissions.
