The president of Ukraine Victor Yushchenko supports creation of a two-chamber parliament. He declared it at municipal hearings, the correspondent of RBC - Ukraine reports.
According to the head of state, the parliament has to consist of the top and bottom chambers. Thus the upper house has to carry out representative functions: her deputies have to represent interests of concrete regions of the state and carry out functions of revision of the laws adopted by the lower house. The lower house, according to the President, has to adopt laws, to appoint the government and to approve the state budget.
As for election of deputies in these two chambers, V. Yushchenko noted that the lower house has to be chosen by the proportional principle and consist of political parties, and deputies of the upper house have to be chosen only on a majority basis. According to the head of state, it will allow to provide communication of deputies of the upper house with interests of the voters who have elected these of deputies.
