Yushchenko wants both to open lists, and to keep proportionality

The electoral system of Ukraine demands radical changes, the president Victor Yushchenko declares.

He told about it at All-Ukrainian municipal hearings in Kiev, reports a press - service of the head of state.

According to Yushchenko, it is necessary to keep parliament representation in the country on a party basis to keep political responsibility of party before the country for formation of the government and its activity.

At the same time it is necessary to establish personal connection of each People's Deputy with the territory.

"Every day everything becomes clearer that we have to have system "dug-out lists" when we tell it about proportional system which should be kept, on the other hand, it is necessary to modify and connect personal communication of each deputy with the territory", - the president told.

"Then won't be so that voters vote according to the closed list, and the secretary, the security guard, people come to parliament with very strange past, very strange education. It also creates big problems for legislative activity, its quality", - Yushchenko added.

According to the head of state, today the power "received a mode when there is no individual responsibility before the voter of this or that deputy".

The president is convinced that the Ukrainian parliament today "doesn't provide the return".
