The Kiev city hall will sell to exempts of the apartment at half price instead of giving out them free of charge.
The acting head of KGGA Anatoly Golubchenko approved the Order of transfer of apartments for large families and other preferential categories of citizens according to the 50х50 program. This document, in - the first, large families (with three and more children) are included in number of preferential categories which have the right to use the program of construction of housing "50х50". In - the second, the city decided to sell housing according to this program in the completed houses.
The 50х50 program exists in Kiev since 1999. During this time apartments were bought at half price by about 5 thousand people - those who has the right for prime or extraordinary receiving housing, but more than 10 years were staid in waiting list for its receiving. But wishing to use this program again - put in turn, and really costs could apply for receiving the apartment for 50% only those who staid in turn more than 20 years. And apartments offered only in houses under construction so people made as investors (in half the city budget) their constructions and waited for settling on one and a half - two years.
Now the authorities decided to sell at half price apartments in the completed houses. Builders transfer them to the city free of charge so to put money in the budget on surcharge of "the" 50% it isn't necessary to the authorities. We will remind: the mayor of Kiev even declared in the winter that invented a new way of filling of the budget due to sale of apartments to exempts according to the 50х50 program, but didn't explain, in what "counter". Now the secret is opened: such apartments gave out to exempts free of charge earlier, will sell now.
- The first tranche for housing acquisition to large families - 50 apartments, - was told by the chief of GU of housing construction Mikhail Golitsa. - It is the experimental program. We will look what demand will be, whether will want them to get large families. Perhaps someone will decide to wait and further free housing.
According to the 50х50 program the apartment of 50 sq.m will cost to the person on the waiting list 121 thousand UAH (the average mediated cost of construction of housing at which calculations are made, since January, 2009 made 4821 UAH for sq.m), or $15 thousand. The market cost of such housing, even on suburbs, - more than $50 thousand. So wishing for certain it will appear much.
Another thing is that not all exempts will be able to afford such purchase. The matter is that from buyers usually demanded to grant all sum at once within 10 days, and far not all on hands had such money. Especially they aren't present now, during crisis. Earlier people sold the apartments to pay cost new, and some years lived in rental apartments. Now, when the market of real estate is dead hardly anyone - that will be possible to find the buyer on the housing in 10 days. So hardly many needing will be able to take advantage of the new program.
