On today's a press - conference which took place in the Executive Committee of the City Soviet of People's Deputies, the mayor of Nikolaev Vladimir Chaika declared that considers the Budgetary code quite accepted for local authorities. According to the mayor, a number of questions, which were submitted for consideration of the government on behalf of Association of the cities of Ukraine (including Nikolaev), entered this code.
"For us quite we accept the budgetary code as more advantages on management of finance in regions are provided to city councils - now all 100% of the raised funds will be transferred to the city budget", - Vladimir Chaika told.
Besides, according to the new Budgetary code of all 100% of an ecological tax will have to arrive in the local budget though earlier in the local budget 60% arrived only. If earlier the profit tax was deducted only in the state budget, now as the mayor told, 10% of this tax irrespective of form of ownership of the enterprise will go to the city budget.
Vladimir Chaika reported that the offer on that port cities received contributions to the budget or from channel collecting, or from the total amount of a cargo transportation was made.
"All transportations are generally carried out in the cargo way, and it destroys our roads. After all 50% of motor transport passing through the city are trucks which go to ports", - the mayor noted. According to him, budgetary funds for the maintenance of roads in proper condition simply don't suffice.
"We will insist on that this issue was resolved", - Vladimir Chaika declared.
As for why there were such difficulties with adoption of the Budgetary code, the mayor considers that in it there was a political background.
