The national commission on regulation of power industry of Ukraine made the decision concerning rise in prices for gas for the population and the enterprises теплокомуненерго. The message on it appeared on the official site of NKRE.
So, since September 1, 2009 retail price for natural gas which is used for requirements of the population will grow by 20%.
Since October 1, 2009 also for 20% limits of the prices of natural gas for subjects of housekeeping who make thermal energy that is used for production and granting to the population of services in heating and hot water supply will be raised.
And since January 1, 2010 rise in prices for gas for 20% while gas prices for the population of Ukraine and TKE won't be brought into accord with the prices of the imported natural gas will be quarterly carried out.
It is interesting that in NKRE message in general there are no date mentions when the decision on gas price increase was made.
As reported the UNIAN, on July 21 there was information on the order of Cabinet of Ministers No. 795-р of July 10 with which it was recommended to NAK Naftogaz Ukrainy, National Commission of Regulation of Power Industry (NCRPI), Mintopvenergo, to Ministry of Economics and the Ministry of Finance in July - September of the current year to give to the recommendation government concerning revision of the prices of natural gas for the population since October 1, 2009. Making comments on the present document, the head of the National commission of regulation of power industry Valery Kalchenko claimed that the government, in particular, the prime minister - the minister Yulia Timoshenko sees no reason for revision of gas prices for these categories of consumers as in the conditions of financial crisis for increase of tariffs for the population there are no bases, and increase of tariffs for TKE can worsen even more payment discipline of the enterprises of municipal power system. Also I referred to the order of the President Victor Yushchenko fixed in plans of measures for stabilization of a financial position of NAK "Neftegaz of Ukraine".
On July 22 the Ukrainian mass media reported that rise in prices for gas for NKRE population, allegedly, approved still on July 9 as the relevant requirement contains in the memorandum of the government of Tymoshenko with the IMF about granting the third tranche of the credit to Ukraine. The businessman - Ukraine even provided numbers of resolutions NKRE, and the general contents of information on rise in prices were absolutely identical to NKRE published now on a site to the plan of increase of gas price.
On July 23 the head of department of public relations and the international coordination of NKRE Ivan Slobodyanyuk declared to journalists that the national commission of regulation of power industry disproves information on adoption of resolutions concerning rise in prices for gas for the population and the enterprises of municipal power system. "The commission didn't accept such documents", - he told.
We will remind that the prime minister - the minister Yulia Timoshenko still declared that fuel cost for the population won't grow: "I categorically against gas price increase for people. I promised that in the current year it won't change, and I will keep the promise". Moreover, at the end of last year and at the beginning of flowing Tymoshenko also reasoned the position about preservation of gas prices for people that all requirements of the population of Ukraine and теплокомуненерго in gas completely become covered at the expense of gas of own Ukrainian production therefore the size of the prices of import gas has no and can't have any relation to tariffs for natural gas for the population.
Now the population buys natural gas on 402-622 UAH (about 51,5-79,7 dale. ) for one thousand cubic meter (depending on consumption volume). For comparison: its cost for the industry makes the 310th dale. for one thousand cubic meter. Difference between the TKE gas buying price at "Naftogaz" (1176 UAH, or about 153,7 dale. for one thousand cubic meter) and at the price of purchase by fuel monopoly in Russia (the average annual price - the 228th dale. for one thousand cubic meter) it is subsidized from the state budget.
