The Verkhovna Rada Ukraine has rejected the bill «About modification of some acts of Ukraine concerning establishment of criminal liability for «code-bound criminals» and strengthenings of responsibility for crimes which are committed by criminal groups». Most of the Nikolaev people's deputies didn't vote for this bill.
210 People's Deputies from necessary 226 have voted for the relevant bill.
The relevant bill (No. 1188) at plenary session of parliament on Tuesday hasn't collected minimum necessary 226 votes though the chairman of the Verkhovna Rada Andriy Parubiy put his two times to the vote in the first reading. Deputies have also not supported the offer to send back this bill to authors for revision.
The bill suggested to add the p. 3 of Art. 27 of the Criminal code of Ukraine, having provided that persons who are involved in creation, the management and financing of criminal group, and also the person which have the status «are among organizers of criminal groupscode-bound criminal».
It should be noted what from 10 Nikolaev people's deputies has voted pro only four, the others either didn't vote or were absent
As it is noted in the explanatory note to the bill, «code-bound criminals» come to Ukraine from t of the Russian Federation, Georgia, Armenia, Azerbaijan, come into criminal contacts, influencing criminal trials.
Unlike the legislation of Georgia and Russia, the legislation of Ukraine doesn't allow to fight fully with «code-bound criminals» , as there is no criminal liability for these actions, and such persons in Ukraine expects at most—compulsory deportation.
We will remind, on May 11 the police has reported that in the next time I have detained «code-bound criminal» Kutsu whom at once I have also released.Real name of Kutsu - Georgi Lobzhanidse, he from Georgia, reports the edition «Observer». The detention was carried out by field investigators of criminal office of Kiev in the evening on Tuesday. In the capital of Kutsa I have tried to carry out the meeting which is broken in Dnipropetrovsk. Together with Kutsu have caught criminal leaders with nicknames «Brain» , «Gesha Siversky» and others. It is reported that Kutsu is one of the most influential code-bound criminals who are constantly living in Ukraine.
