
Last week the Nikolaev regional council has gathered for extraordinary session from - for awful a road condition in the area. Certain decisions have been made, have heard Alexander Antoshchuk directing half a year Service of highways, etc. Haven't forgotten to mention on sessions and the head of Ukravtodor Evgenia Baraja. For an explanation of a situation with roads and their preservation in the Nikolaev area we have addressed the head of Ukravtodor Evgenia Baraja.
- This week in three areas chiefs of Services of highways have been dismissed. We, in particular, are interested in the Nikolaev area and Alexander Antoshchuk. He has sounded in the comments that initially with you there were no relations and even that he couldn't meet you in any way.
- Absolutely not so. Even before my appointment to the post of the acting as chapter Ukravtodor, to mister Antoshchuk there were already certain questions from law enforcement agencies. After the first board which is carried out by me he, leaving Ukravtodor, I have received the agenda on interrogation in law enforcement agencies. It has been connected directly with performance of functional duties by him as chief of Service of highways in the Nikolaev area. Moreover, the deputy minister of infrastructure Yury Lavrenyuk, during the performance on board, first of all has pointed to problems in work of Service in the Nikolaev area.
I had had an impression that mister Antoshchuk has a little mixed a business position with public service, respectively and priorities has placed others. Therefore, being guided by certain recommendations and official documents, including from law enforcement agencies, internal audit has been initiated.
We already have results of audit. On them we have received from Antoshchuk objection, just on Friday, in day of carrying out my second board. In objections I have seen nothing new. What have pointed law enforcement agencies to, was only confirmed by audit. It was more than enough to make the decision on his dismissal.
One more interesting moment revealed during check–so-called systematic write-off of penalties from other oblavtodor from - for firms to which Antoshchuk was related. Alexander Leonidovich denies everything.
Today he denies any relation to this company. Colleagues addressed also Antoshchuk supposedly incorrectly he behaves and sets up all. With other contractors such problems weren't. With firm in which Antoshchuk was both the head, and the owner, such violations systematic. In scales of the budget of Ukravtodor these sums can seem to someone insignificant–300-400 thousand UAH. Nevertheless, all this suggests certain ideas. Statements of accounts which I have also applied to the auditor report are confirmation to it.
Concerning Antoshchuk's statements about revival of profitability of Oblavtodor during his board, there are also questions: we have requested from him the explanation concerning suppliers of materials. The matter is that addressed us as the public, and heads of local rayavtodor concerning purchase of materials. The question has concerned logistics and transportation costs when purchasing that changed the cost of these or those necessary materials. To such business on system deliveries at the overstated cost.
- What for firms - suppliers for the Nikolaev oblavtodor?
- I can't call firm yet. We have in return executed all necessary checks. Further law enforcement agencies work. Over time everything will become known.
- Now Alexander Antoshchuk on the sick-list also claims that he can't be dismissed.
- I listened to his introduction at session of regional council. He says that he has got hernia, restoring roads of the Nikolaev area. Can be. But, on board he looked quite healthy though in a consequence it has turned out that he already then was on the sick-list. There is a question–as far as he in general behaves correctly?
- The other day Vladimir Omelyan announced repair of the route N-11 this year. Though earlier read plans only for the next year.
- We plan to repair the route this year. Initially quality of project documentation on repair which I prepared the GARDEN has raised at all many questions. If we speak about the current average repair, it have to be really works on replacement of an asphalt concrete covering, but not improved «patching» repair. The task has been set including to Antoshchuk to deal with project documentation, to delay carrying out the tender for 10 days that we as a result have come to the qualitative design solution.And after that already to hold the tender that money has been used really rationally and effectively.
- By the way, talk goes that the winner of the tender will be «certain» participant.
- Concerning pressure concerning this or that participant I will tell the following: this is dear at me on special control. I have requested information on that how many participants have moved on this tender. The next morning I was told that there is only one participant–infamous in Nikolaevsk the region (Dorlider–editor's note). By the evening it has turned out that has filed documents also firm «Altk». It should be noted that one of the companies has been noticed in some productions including criminal. The second works on other global project ( «Altk» , route Kiev - Odessa editor's note).
I have asked a direct question to Antoshchuk–really only two contractors have wanted to take part in such large project of area? It turns out what isn't present. Have begun «laterto be declared» additional participants, including Polish company.
To the interim head the GARDEN of the Nikolaev area the task within two weeks to deal with all working questions that we could come for acceptance of offers of this or that company at last is already set.
All is equal to me who will win this tender. The main thing that this company corresponded to such criteria:
1. A guarantee for quality of the performed works within our contracts. It on average from three to five years on the current average repair.
2. The company - the general contractor has to to have available all necessary equipment and people not to employ ten more subcontractors for whom we should run then.
We will only advance works after the company begins to work. Practice–give us advance payment, and then we will look and we will think when we begin to work, won't pass any more. I depart from this practice in all spheres of work of branch.
Also in September we have to receive additional financing which we plan to direct, in particular, and to repair of N-11 within the Nikolaev area. Today, the task consists in two prime moments–to finish project documentation until the end of the next week that within two weeks already to come to tenders.
- It is quite real to make so quickly project documentation?
- She isn't developed anew, and is only corrected. In principle, work on it has begun about two weeks ago.
- By the way about scandal with Dorlider this winter. The furious owner broke into an office to Antoshchuk, then and to Batishchev. What has happened?
- I remember, mister Antoshchuk complained that representatives of this firm put pressure upon him. At the same time, he has registered obligations in treasury to this firm. And then I have given command to remove these financial obligations from registration. Though works have been already performed and the relevant statements have also been drawn up.
I speak not about quality of the performed works now, and about the procedure. Someone has made the decision to remove from registration of the obligation and to include obligations to other company for the same sum. I so understand, none of firm could receive explanations on a situation and looked for options to whom to communicate. Naturally, hot character of the owner of the company has played a role, and what has followed…has followed
- That is «Dorlider» it was the hostage of all these games?
- I suspect that yes. Because under the leadership of Antoshchuk rules of purchases and repair work haven't changed. Otherwise, I would believe that there really patriots of road branch. Here I consider, there is a substitution of concepts.
- The question on gabaritno - to weight complexes in our area remains open. In other areas the same situation?
- Yes. For example, in Zaporizhia there was GVK, but recently has died. He was sent for repair–on Saturday return on «homeland» , in work. In Kherson the same situation. The problem is that technical condition of the majority of scales and their wear have already reached the limit. Taking into account those loadings and intensity of weighing, they just don't maintain. I very much hope that Ukrtransbezopasnost as fast as possible will approve an order of use of means in Cabinet of Ministers, it will allow them to buy 70 new weight complexes.
- Who will serve then these scales? They will be not on your balance any more?
- So far service will hold further Services of highways in areas. By our forces.
By the way, in the Nikolaev area all our employees in the round-the-clock mode are mobilized.Now we resolve certain issues with Ukrtransbezopasnostyyu. Unfortunately, they can't provide the people in the same mode yet. I discussed this question with the deputy minister of infrastructure Yury Lavrenyuk recently, have designated a problem. I think, the other day the issue will be resolved.
In the Nikolaev area we plan to establish in addition 2 GVK. Now they are repaired, within 10 days scales will return to the area. Thus, we want to secure all directions of entry into the city against overloads.
- On the route P-06 construction of the platform under stationary scales is begun. As far as it became known–it was paid by unknown patrons. And scales allegedly already in Kiev. What destiny of stationary scales?
- The complex as I know, no. I heard that both the regional, and city authorities were ready to buy it from you. I absolutely support this initiative. Let scales will be in property of local government, and we will execute the part of work: we will make the platform, we will establish everything that it is necessary and we will serve.
Unfortunately, in Ukravtodor this year the item of expenditure on purchase of stationary weight complexes isn't provided. On repair it is provided, on purchase isn't present. Therefore we very much hope that Ukrtransbezopasnost will buy the planned GVK.
- By the way, whether someone can serve GVK except Oblavtodor? To us sounded that the tender will be announced and any contractor with specialists in scales can take part. Thus «cereal-growers» can take the experts from scales and to control itself?
- Teoriticheski yes, the private companies can serve weight complexes also. But whether there are similar experts in the market–question.
For example, we made similar experiment in search of the independent company which will control quality of repair work. From the public there are many complaints that Ukravtodor controls itself. We all hands for independent control–announced open tender. Wanted to learn whether there are in general such organizations and experts in the market. Unfortunately, except GP «Dortsentr» more nobody has submitted the application for participation in this auction.
Despite it, I consider what needs to be tried and looked for. To change the scheme of work. It is necessary to use all resources as much as possible: and ours, and that which are in the market, by open tender procedures.
Unfortunately, this year the moment is already missed–it needed to be done a little earlier. If we begin to enter tender procedures now, it will take about two months, plus ten days for consideration, plus 15 on contest. And we will come for the GVK real installation by the end of November to the beginning of December. Then relevance of a question will already lose the importance. If we have begun to deal with this issue in February - March of the past, then I think that just by June - July already there would be such GVK.

- Whether it to large carriers will cover with an opportunity itself on GVK?
- It is excluded. Even if the company which will win the tender for service of weight complexes will be connected with carriers, then always remains Ukrtansbezopasnosti's division and National police which exercise direct control: weigh trucks, fine for an overload. The company which will serve GVK will be able to carry out only technical tasks–to check serviceability, to repair complexes.
- It appears the GVK platforms isn't present?
- We have only what is–about 30 pieces of mobile weight complexes, part of them break. There are still problems with spare parts for which long it is necessary to wait at the order. A question any more not in terms of repair work, and in delivery periods of materials.
- What reports on work of GVK moved from our area?
- Reported that everything works. The matter is that there was no such public control and control from the management of Ukravtodor earlier. Today everything has changed: manipulations that GVK work and people are, are already impossible. As an example, I personally passed to the Chernihiv region with check and wanted to look whether GVK works. Reported on me that works. Upon in the direction Kiev–Chernihiv the complex wasn't. Police officers also didn't work. They just pretended that they don't see overloads and trucks. We covered this situation publicly and hid nothing. Therefore now it became more difficult to Services to manipulate the reporting.
- According to information the GARDEN of the Nikolaev area of the account have been frozen and from - for it many works weren't carried out.
- Today, according to my information, accounts are unblocked. Also I know that there is a debt on a salary in 3-4 months. It is an interesting question too.Mobilization of an oblavtodor hasn't happened yet - so far nobody passed to full time. That is, imitation of reforms was created. And people meanwhile till only several days came to work. Thus, the debt on a salary was artificially formed.
I have given an assignment to already new head to resolve all issues–as on debt (to extinguish it as much as possible), and in work of oblavtodor. People have to be provided employment. The benefit, the planned volumes of repairs and financing this year allows to work in full capacity.
- The general question on our roads…
- The Nikolaev area, as well as the others, will receive additional finance next week. It was the decision of Cabinet of Ministers on allocation 1,5 billion UAH on small and average repair of roads. At the same time, work as cards on the size of sites of 200-300 meters is meant. I have given an assignment to heads in all areas, to prepare the accurate report on a road condition and priority of repair work, that is: distance in kilometers, photo, defektovochny acts. I want to have opportunity for the termination, or in the course of performance of work, to arrive and see that hole on which have requested money. Thus, we will be able to eradicate the settled practice–when ask financing on new patching, and actually smear asphalt on the same holes on which already received money.
We will react very rigidly to similar stories. Soon we we will create the working groups at Ukravtodor where we will involve both independent experts, and representatives of law enforcement agencies (we already have a positive practice of work with them in areas). We will come without the prevention and to check quality of repair work. Besides that now checks are carried out by GP «Dortsentr» , we will strengthen him the working groups.
Besides, the Minister announced directly personal control qualities of repair of roads. Total, we have already three instruments of control from the different parties.
- More than once the question of a bypass road in our area is brought up. There are hopes?
- Construction of a bypass road is considered within implementation of the project «Lviv–Kherson» , it will be financed by World bank. Tender procedures for the first stage of the project are well under way. Now reports are already sent to consultants for design, engineering and maintenance.The active stage of realization of works will be next year. As the option, in the Nikolaev area is considered part of the road with a concrete covering.
- On bridges place emphasis for a long time. What plans for their repair?
- Today, more than 85% of all bridges in Ukraine not that in critical, and in a critical condition. Now we form offers, but I think that on a substantial scale we will be able to start the solution of this problem only next year. In it–in our forces only support of an operational state is possible.
Bridges at us always became by the residual principle. In my opinion, on them there has to be a separate state program. In the passport of the budgetary program for this year in the column «bridges» (capital repairs and reconstruction) there are zero. As it is the fourth year in a row.
There are cases when an emergency situation, and the bridge needs to be repaired urgently. It is necessary to get out and think out as to make it. Legally we have no right for overhaul. Tomorrow, financial inspection will ask: on what basis you have sent money upon for overhaul, and you write that it is current average.
- The Nikolaev regional council has made the decision on a catastrophic road condition. They will address the higher power. What consequences of such decision?
- This exclusively political decision. Became roads same not in one day.
You know, I had a similar situation in other area. To me have come with the solution of session of a regional council on recognition of unsatisfactory work of the head of service. I have asked a specific question–unsatisfactory in what? Such conclusions require recognition upon–decision of the courts, checks, etc.
- Now the new acting as the head the GARDEN in the Nikolaev area is appointed. Then appointment new or he is planned and will remain?
- It isn't ready to tell yet. In my opinion, he has rather good reputation, earlier he hasn't been involved in all these opaque stories. I would like to receive reaction of the public concerning quality of his work. If I see that at him support is of the public really at the level, it will be possible to consider his appointment to the post of the head.
I am not guided by political decisions in personnel questions and constantly I focus attention of chiefs of Services that they are first of all business executives.Many of them have forgotten about it. Some have played in policy with deputies and representatives of local authorities, hoping to get a certain support. As on me, the best indulgence for work–it is support of the public.
- In the Nikolaev area after Antoshchuk's removal Zolotko with scandalous reputation has been appointed and next day it is also removed.
- Personnel decisions were made quickly. Right after Zolotko's appointment, I have obtained certain information on him from the public. By and large, all can't be known, from mistakes nobody is insured. But, nevertheless, everything is better to correct in time. Quickly and quickly. Therefore I don't see anything terrible here. It would be more terrible if he, without looking at anything, remained. Also would emerge new «interesting» facts of his activity.
- And last question. You plan visit to the Nikolaev area soon?
- This week we form the plan of working visits. I think that in the next two weeks I will be in Nikolaev.
