Ex-the chairman of the Verkhovna Rada Arseniy Yatsenyuk appealed to the speaker of parliament Vladimir LITVIN to sign the order about commissioning programmatically - a technical complex - Rada-3 system.
About this UNIAN reported in the Public initiative "The front of changes" which heads A.YaTsENYuK.
According to A.YaTsENYuKA, commissioning of this system will provide personal vote of People's Deputies at meetings of parliament and will unblock legislature activity.
"For a long time, - I noted A.YaTsENYuK in the document, - the Verkhovna Rada of Ukraine can't fully carry out one of the main functions - to adopt laws, in particular what are directed on realization and protection of basic rights and freedoms of citizens of Ukraine in social, economic, cultural and other spheres. Especially sharply this problem rose at the beginning of this week when the speech came about need of adoption of the laws directed on increase in social payments to citizens of Ukraine".
The leader of "The front of changes" emphasizes that rather long period in parliament without results proceeds discussion concerning a way of vote, and it also is one of the reasons of blocking of work of the Verkhovna Rada of Ukraine. "Besides, it should be noted that acceptance by the Verkhovna Rada of Ukraine without personal vote of People's Deputies of any decisions is than other as violation of the Constitution of Ukraine and consequently, such acts have to be considered as unconstitutional", - is spoken in the letter.
A.YaTsENYuK reminds that the Office of the Verkhovna Rada at the end of 2008 modernized and carried out certification programmatically - a technical complex - Rada-3 system which provides vote by means of the touch button. "At the same time this system still isn't put into operation. According to Regulations of the Verkhovna Rada of Ukraine for ensuring functioning of the updated system of vote it is necessary to sign only the order of the chairman of the Verkhovna Rada of Ukraine. It also is confirmed by the previous decisions on this question", - he emphasizes.
