The course of implementation of the decision of regional council of rather municipal enterprise "International Airport Nikolaev" became a subject of discussion by participants of meeting which was held on September 23 by the vice-chairman of the regional state administration Valery Topikha.
Part in meeting was taken by the vice-chairman of regional council V.V.Pashchenko and deputies of regional council - members of the profile constant commission on questions zhilishchno - municipal services, construction, privatization and O.M.Zubko's property (the head of the constant commission), O.O.Krinichny (the vice-chairman of the constant commission) and G.V.Tashlyk (the member of the constant commission), gives a press - service of regional council.
In particular, two questions were considered: concerning a course of implementation of the decision of regional council of 12.06.2009 No. 5 "About realization of the municipal enterprise "International Airport Nikolaev" in public joint-stock company" and concerning renewal of KP "International Airport Nikolaev" of lease contracts of property of the enterprise for the purpose of their reduction in compliance with "A calculation procedure and an order of use of a payment for rent of property of the general property of territorial societies of villages, settlements, the cities of the Nikolaev area" and "The standard lease contract of real estate which belongs to the general property of territorial societies of villages, settlements, the cities of the Nikolaev area", approved by regional council.
It was noted that now the problem connected with implementation of the decision made by regional council is sharp: process of registration of the new legal entity and the charter of public joint-stock company is dragged out, and some other the procedures determined by the current legislation isn't carried out.
All this definitely slows down privatization of the airport and leads to delay with implementation of the decision of regional council of April 27, 2007 No. 9.
At the same time officials of the regional state administration noted that by the management of the enterprise isn't used effective actions for renewal of the signed lease contracts of property.Revision of a rent would increase receipt in the regional budget.
Deputies of regional council according to the delegated powers suggested the regional state administration to address directly to tenants (which more than 10 subjects) with the offer to renew lease contracts or independently to resolve an issue as it should be, not forbidden by the current legislation.
As a whole, deputies noted that the question is extremely difficult and needs accurate legal justification then there is a need concerning its repeated consideration at expanded meeting.
