The president of Ukraine Victor YUSHCHENKO considers that the law on prohibition of privatization of the gas transmission system of Ukraine won't be able to rescue GTS if Russia appeals to the international agreements.
As the correspondent of the UNIAN reports, he expressed such opinion during communication with inhabitants of Vinnytsia.
The president once again scarified the gas contracts signed between Ukraine and Russia.
Thus he noted that the prime minister - the minister of Ukraine Yulia TYMOSHENKO couldn't but know that the tariff for transit of the Russian gas at a rate of 1,7 dollars for transportation of 1 thousand cubic meter of gas on 100 km will result in unprofitability of NAK Naftogaz Ukrainy.
"Why it is necessary to see "Naftogaz" unprofitable? Why it is possible to raise a question for it of its future activity as bankrupt? But because NAK "Naftogaz" is the gas transmission system largest in Europe", - V. Yushchenko told.
Also he noted that today there are no changes in contracts which would provide that Russia won't demand payment of 7,5 billion dollars of a penalty for a gas shortage from Ukraine.
"And that we have the law which doesn't allow to withdraw (GTS. - The UNIAN), - us nobody will ask about it if there is the international agreement. The international agreement costs on a class always above the national legislation. It and to the fortuneteller don't go, it is world norm", - the President told.
As reported the UNIAN, "Gazprom" and "Naftogaz of Ukraine" signed on November 25 addition to the contract of January 19, 2009 according to which the volume of supply of gas to Ukraine in 2010 is reduced to 33,75 billion cubic meter from 52 billion cubic meter before planned by the contract. Also the parties fixed lack of penalties on volumes of consumption of gas "Naftogaz of Ukraine" in 2009. If penalties were applied, Ukraine should pay from 5,8 bln. dollars ("Naftogaz" assessment) to 7,8 billion dollars (an assessment of the President of Ukraine Victor YUSHCHENKO).
UNIAN reference. On January 19 JSC Gazprom and NAK Naftogaz Ukrainy signed new long-term distributive contracts on transit of the Russian gas to Europe through Ukraine and supply of gas to the Ukrainian consumers.Contracts don't provide intermediaries between the companies. Period of validity of contracts - from 2009 to 2019 inclusive.
The contract on transit provides preservation in 2009 of a preferential transit rate of 1,7 dollars for transportation of 1000 CBM on 100 km. Since January 1, 2010 the rate of transit becomes market, and will pay off on the standard European formula.
According to the contract on supply of gas to Ukraine, gas price is calculated on the European formula of the price with decreasing coefficient 0,8 (the base price - 450 dollars for 1000 CBM). The price changes on a formula quarterly.
Since January 1, 2010 "Gazprom" will sell gas to Ukraine at the market European price without discounts.
