The People's Deputy from "National self-defense" Gennady Moskal suggests the Verkhovna Rada to reorganize the management of the state protection (MSP) into civil structure.
About it it is spoken in the bill No. 2266 registered in parliament.
According to the bill "About Modification of the Law "About the State Protection of Public Authorities of Ukraine and Officials" (concerning Cancellation of the Status of the Military Organization in Management of the State Protection of Ukraine)", carrying out demilitarization of Management of state protection is considered expedient, having changed it to the status from the military organization to civil structure.
In an explanatory note to the bill it is noted that the offered changes "are developed according to the international obligations of Ukraine in a context of introduction of democratic civil control over law enforcement agencies".
At the same time the main thing scientifically - expert management of BP considers that "change of the status of shots of UGO by the offered bill by way is unacceptable".
So, in the conclusions scientifically - expert management indicates a number of negative consequences which can take place in case of acceptance of the offered changes.
It is among other things specified that "change of the status of UGO by all means will affect an established order of civil democratic control over this structure".
"In case of adoption of the project the system of the state protection of the highest officials and government bodies of the states as by all means there will be a question concerning change of an order of submission of UGO to the President of Ukraine as to the Supreme Commander who ensures national safety of the state will be broken. Deprivation of UGO of the status of military formation automatically expels it from the Military organization of the state and from a circle of subjects of ensuring national security and consequently, there is impossible a performance by this structure of the tasks inherent in military formation during introduction of the special period and the martial law", - is spoken in conclusions.
