On September 10, in Kiev the working meeting of Assistant Secretaries of internal affairs of Ukraine on human rights took place.
The Nikolaev area at meeting was represented by the Assistant Secretary on human rights in activity of law-enforcement bodies in the Nikolaev area Sergey Shvets.
"Crime. Is NOT PRESENT" it was succeeded to communicate to Sergey Petrovich Shvets and to learn about meeting details.
As Sergey Petrovich reported, at meeting the question of expansion of powers of Assistant Secretaries was considered. Also the Minister of Internal Affairs Yury Lutsenko who was present at meeting, focused attention on the termination of vicious practice of collecting illegal payments at registration both internal passports of citizens of Ukraine, and international passports. In particular, at meeting the decision on payment cancellation at issue of the reference on non-conviction was made. According to Sergey Petrovich, this collecting isn't provided by the legislation of Ukraine.
Besides, Yury Lutsenko demanded that on especially "shouting" cases of human rights violation by police officers it informed personally.
At meeting the question of financing of system of the Ministry of Internal Affairs was considered also. So, since 2009 to the staff of the Ministry of Internal Affairs the salary will be increased by 25%.
Yury Lutsenko noted that Assistant Secretaries have to be provided to all necessary for response to human rights violations by police officers and effective work - office equipment, rooms and so forth Besides, for efficiency increase he recommended to involve in cooperation of employees of internal security and staff of Regional Department of the Ministry of Internal Affairs.
Also, according to Sergey Shvets, in the Nikolaev area there were some organizational changes. In particular, for the management of the receiver - by the distributor for minor Regional Departments of the Ministry of Internal Affairs In the Nikolaev area it was entered the civil servant instead of the certified position of the chief of the receiver.
