Today Ukraine became the full member of the WTO. The protocol on accession of Ukraine to the Marrakesh agreement on creation of the World Trade Organization was signed in Geneva on February 5, 2008 Ukraine became 152 - m on the account the member of the WTO.
Process of the introduction in GATT/the WTO system began on November 30, 1993. Now Ukraine will have to pay from the moment of finding of membership in the organization in May and until the end of 2008 of 350 thousand Swiss francs of membership dues together with a disposable contribution to working fund WTO.
The parliament of Ukraine ratified the protocol on the WTO on April 10, 2008. 411 People's Deputies supported such decision at 226 necessary voices. Communists didn't participate in vote. Supported the document Party of Regions, Yulia Tymoshenko Bloc, "Our Ukraine - National self-defense" and Blok Litvin. The president of Ukraine Victor Yushchenko signed the law of ratification of the protocol on accession to WTO on April 16.
We will note, on April 22 of this year. The director general of the World organization of trade to Pascale Lama declared that on May 16, 2008 Ukraine becomes the full member of the World Trade Organization.
According to Art. 16 of the Marrakesh agreement on the WTO basis, each country has to provide compliance of the laws, rules and administrative procedures to its obligations provided by agreements of the WTO. For this purpose regarding legislative ensuring process of the entry of Ukraine in the WTO the Verkhovna Rada of Ukraine on an extent 2002-2007gg. as a whole 58 laws were adopted. Some obligations of Ukraine provided certain transition periods.
At the same time, according to the research associate of Institute of studying of Russia Alexey Blinov, after the entry of Ukraine into the WTO Russia can forbid import to the territory of a row of the Ukrainian goods. According to A.Blinov, the total amount of articles of the Ukrainian export which trade restrictions of Russia can concern, makes over 2,5 billion dollars. He also noted that nearly 14% of the exported Ukrainian goods - namely cheeses, beer, seamless pipes, wall-paper and cars - can be forbidden in the Russian Federation after the entry of Ukraine into the WTO. "It is a domino effect.To Ukraine the import stream in connection with decrease in tariffs will amplify. The Ukrainian producers will face the strong competition therefore they will increase export to Russia. The Russian side it can't but excite", - A.Blinov told.
In turn the director of Institute of economic researches and political consultations Igor Burakovsky noted that you shouldn't do such pessimistic forecasts. Ukraine, in his opinion, has many advantages from joining to the WTO, and one of them is a transparent solution of disputes according to international treaties. "Within the WTO it can be developed absolutely on - to another and to prove that these technical barriers are simply used by the Russian lobbyists", - I.Burakovsky told.
