The People's Deputy Arseniy Yatsenyuk considers that the gas conflict has to push the European Union to signing of contractual base with Ukraine concerning transit of the Russian gas.
As reports UNIAN, he declared it in Paris during the international symposium "The new world, new capitalism" which passes at the initiative of the President of France Nicolas Sarkozy.
Yatsenyuk considers that only European Union can solve a problem of gas relationship between Ukraine and Russia.
"Now is not economy, it is policy. And in a present situation it is important that the European Union played a role of the arbitration judge because we (Ukraine) at bilateral level can't agree with Russia" any more, - he noted.
Thus the deputy added: "It is a big minus both for Russian, and for the Ukrainian diplomacy, and not only, but also for all economic agents and responsible for power policy".
Answering a question of possible criticism of Ukraine for breach of obligations before EU on gas transit, Yatsenyuk noticed that today between Ukraine and the European Union there is no contractual base concerning transit of the Russian gas: "We will begin with that we (Ukraine) have no obligations to the European Union concerning transit, we have no agreement with the European Union", - he told.
"It about what we speak for the last three years. After the conflict of 2006 when we had a similar situation with gas, Europe began process of creation of uniform power policy. We asked only one - to include Ukraine in part of this power policy, then we would have mutual obligations", - Yatsenyuk noted.
According to him, present situation pushes European Commission and Ukraine to expeditious preparation of "mutual rules of the game".
"Yes, there is a memorandum, but this memorandum isn't legally obliging document. There have to be accurate two-way deals between Ukraine and EU in the power sphere. Ukraine has to be part of uniform European power policy, and then there will be no such questions", - declared ex-the chairman of the Verkhovna Rada.
Besides, Yatsenyuk is convinced that sharp deterioration of financial performance of JSC Gazprom in connection with sharp falling of energy costs catalyzed Ukrainian - the Russian gas conflict.
Yatsenyuk reported that, by some estimates, "Gazprom" accounts payable reached at this time 61 billion dale.
The ex-the speaker noted that even if "Gazprom" will increase gas price, "in modern economic conditions Ukraine has to receive though any compensation in transit".
Yatsenyuk also noted that "vital issues in bilateral dogovorno - legal base arose still when bilateral intergovernmental agreements" ceased to be carried out.
"We passed to the corporate relations, and these corporate relations unclear", - the People's Deputy added.
