The president of Ukraine Victor Yushchenko vetoed the Law of Ukraine "About the state support and features of functioning of the children's centers "Artek" and "Young Guard" (No. 906-VI), accepted by the Verkhovna Rada on February 3.

V. Yushchenko considers that adoption of this law is important for full functioning and development of the children's centers "Artek" and "Young Guard" and therefore is interested in its fastest signing.
At the same time, according to the head of state, the adopted law has a number of shortcomings which will create obstacles in the robot of the specified child care facilities.
Therefore, according to the Constitution of Ukraine, the head of state returned with the offers the law for repeated consideration by the Verkhovna Rada of Ukraine.
The essence of the offers made by the head of state is reduced to three highlights.
In particular, V. Yushchenko offers at determination of the size of the land plots which are provided in continuous using to "Artek" and belong to lands of state ownership and aren't subject to alienation, to consider the land plot of 2,8 hectares in size of the former boarding house "to Ai - Dag" (with a beach zone) which is at the children's center "Artek" on the right of economic maintaining.
Besides, the President offers for the purpose of improvement of service of children within the territory of the children's centers the means of communication, necessary medicines, placements of ATMs for service of employees of these centers (the salary project) to allow rent of the property fixed to the children's centers for placement of pharmaceutical booths, inzhenerno - technical constructions of communication, and also ATMs for service of the salary project for employees of the center.
V. Yushchenko also emphasizes that attempts of introduction of an easement of rather land plots provided in continuous using to "Artek", by easement installation concerning these land plots by a court decision became frequent recently.
In his opinion, establishment of a land easement can lead to pass (driving) through the territory of the children's center of cargo transport that can pose threat of life and to health of children and to do harm to environment.
The president suggests to forbid easement establishment concerning the property assigned to the children's centers "Artek" and "Young Guard" on the right of economic maintaining, and also rather land plots provided to these children's centers in continuous using.
V. Yushchenko authorized the head of Public administration Igor Tarasyuk's affairs to represent the proposal of the President during law consideration at plenary session of the Verkhovna Rada.
