Yesterday the Ministry of regional development and construction finished preparation of the list of 396 objects of incomplete housing construction with readiness degree over 70%. For completion of building of these objects it is necessary 6,077 billion hryvnias. From them the government with guarantee will allocate 3 billion hryvnias (through the Public Mortgage Institution (PMI) - 1 billion hryvnias, the State Banks - 2 billion hryvnias) which will be directed on crediting of natural persons.
The interest rate under which natural persons will be able to take the credit, has to include discount rate of NBU (12%) and a rate of refinancing of banks (2%). - 38 - builders suggested to realize the maximum quantity of projects to the ministry in Kiev, and the cost of their completion makes more than a third of all necessary sum - 2,272 billion hryvnias. Least of all money it is planned to spend for completion of building of three objects in the Kirovograd area - 13,988 million hryvnias.
Builders will be able to count on the help of the state if they directed on construction of an unfinished house of 100% of the means received from the population, and will offer the price of square meter below established to average in the region. The state won't finance completion of construction of houses if the cost of square meter of the housing declared by the builder, exceeds for Kiev of 8 thousand hryvnias, the regional centers - 6 thousand hryvnias in other cities - 5 thousand hryvnias.
"Funds of the Public mortgage institution will be allocated for implementation of 60 pilot projects chosen from the general list", - told a source in Minregionstroy. In the list of the ministry 54 objects with readiness degree over 85%. According to the board member of "Ukreksimbank" Vladimir Giris, credit conditions will be created proceeding from the GIU standards and solvency of the legal persons participating in these projects. "Within these projects mortgage loans will be interesting to people if it is possible to establish a low interest rate and the price of square meter will be lower than average in the region", - the vice-chairman of board on retail of "Oshchadbank" Alexander Grishko noted.
It should be noted that only four construction companies gave from five demands above - "Ternopolstroy", "Kiyevgorstroy", "Monolith" construction alliance", "LTD. Console". Almost the others gave all to the ministry of one demand. "Participating in projects on completion of building of inhabited objects, we risk nothing. Demand for housing stock with readiness degree over 70% remains high. People will take more willingly the credits for acquisition of apartments in such house, instead of in what only started being under construction", - the first is sure vice-the president of the Kiyevgorstroy company Vasily Mozhar.
Other developers don't share this opinion. "Many objects with readiness degree over 70% were constructed at "construction peak" when prime cost of square meter and building materials were much higher, than now. And these indicators need to be considered when determining terms of credit. Due to the tendency of gross falling of real estate prices it will be more favorable to person to buy housing in the market, than to take such credit", - the director of the company of Global Solutions Sergey Tumasov noted. "The most part of objects with high degree of readiness is sold already out. Therefore builders need to allocate public funds for completion of construction to fulfill debts before clients and to sell the remained apartments, - the consultant of the realtor company RED Yaroslav Tsukanov speaks. - In half a year of the price of building materials and prime cost of square meter will reach a bottom, and in the secondary market there can be more favorable offers".
