Yesterday the text of the bill of modification of the law "About Fight Against Terrorism" who is offered to allow carrying out by special divisions of SBU and the Ministry of Defence of anti-terrorist operations out of the territory of Ukraine was published. His author, the People's Deputy Kirill Kulikov ("Our Ukraine - National self-defense") considers that the current law "was absolutely effectless in present conditions".
Analyzing a situation with capture of crew of the vessel Faina, he notes that "Ukraine is considerably limited in comparison with many states concerning protection of the citizens out of own borders". Sandpipers suggests to add article regulating powers of the anti-terrorist center at SBU, norm that it can operate "both on the territory of Ukraine, and behind its borders". The same powers according to the bill allocate also special divisions of armed forces of Ukraine.
According to the bill the offer on carrying out similar operation has to be made in the National Security and Defense Council (National Security and Defense Council) by the head of Service of foreign intelligence in coordination with the Ministries of Defence and foreign affairs. The National Security and Defense Council, "having studied level of safety of participants of special operation", has to make the offer on its carrying out to the president. The relevant decision of the head of state, previously vised the prime minister - the minister and the Minister of Defence, and also issued in the form of the bill, has to approve the Verkhovna Rada at the private meeting.
The first deputy head of parliamentary committee on national safety and defense questions Sergey Grinevetsky (Litvin's block) considers that similar issues can't be resolved by means of only one bill. "For a start it is necessary to define accurately functions of all special divisions, priorities of foreign and domestic policy", - he told, having added that "changes have to have system character and proceed from our military doctrine".
