The Nikolaev dockers sent a number of strict requirements to Mininfrastruktury and are ready "to boycott" work of seaport

GP «labor collectiveNikolaev sea trade port» I approved the draft resolution in which handles a number of requirements to the head of Administration of seaports of Ukraine and to the minister of infrastructure of Ukraine: introduction of transparent personnel policy, termination of procedure of groundless reduction of regular number of employees of the enterprise, and also urgent solution of a question of decentralization of powers on distribution of monetary resources. Otherwise threatens to boycott work of the enterprise. 

About it on Wednesday, May 27, I there was a speech in the course of conference of labor unions of labor staff of the Nikolaev seaport, the correspondent reports «Crime. Is NOT PRESENT».

As it appeared, at once some reasons served as the reason for carrying out meeting. In particular, according to the honourable president of the Nikolaev seaport Vasily Kapatsina, a situation which developed at the enterprise, depressing. The reason for that was that the port regularly deducts the considerable sums of means in the central office of Administration of seaports of Ukraine in Odessa, and back receives only insignificant % of assignments.

- The Nikolaev seaport and all stevedoring companies produce about 600 million hryvnias of contributions to budgets of all levels (…today) In 2014 only the administration of seaport transferred 153 million net profit in the central administration of AMPU to Odessa. How many returned on capital investments, on maintenance of our native enterprise? It is terrible to call. 2,8 million hryvnias. For 1-й quarter of 95 million net profit to Odessa. 60 thousand hryvnias returned back. The stevedoring companies paid AMPU of 35 million hryvnias for use of moorings. In moorings for these 23 months it isn't invested any hryvnia, - Vasily Kapatsina noted.

In his opinion, centralization of financial resources and monopoly for distribution of these resources–it is corruption at the All-Ukrainian level.

- If so to proceed half a year more, year, I can tell you with all responsibility, it can fail (…) We not simply a chicken, we a cow who was made, unfortunately, milch and forget to feed, - Vasily Kapatsina added.

The second problem which exists at the moment, this reduction of number of labor staff of port planned by the ministry of infrastructure for 20%.

- On this background total reduction is declared. I want to read simply to you two documents. «To heads, chiefs of branches of the AMPU state enterprises. Ministry of infrastructure of Ukraine. For the purpose of increase of efficiency of managing the draft of the financial plan has to be finished taking into account optimization of number of workers for 20%... Expenses on compensation, including due to reduction of the additional stimulating payments of awards have to be respectively reconsidered, to optimize payments on trade-union committee according to the collective agreement» , - Vasily Kapatsina read, having noted that intervention in the collective agreement–it is violations of the Constitution.

The third problem which was planned to be discussed at meeting, there was a question of unclear personnel policy of Mininfrastruktura. In particular, it was talked that on senior positions, including to the place of the dismissed chief of seaport Ivanyuk, are appointed or plan to appoint people who have no slightest relation to this branch. As, for example, in cases with the Nikolaev seaport when to the place of the dismissed Vasily Ivanyuk planned to appoint, according to Kapatsina, Anatoly Shiyanyuk's nikolayevets known for that it opened the Nikolaev's first night club.

- In certain circles it, probably, very dear person. But how Anatoly Ivanovich Shiyanyuk can be the chief of port if it didn't work any day in sea branch?–Vasily Kapatsina noted.

Actions of the head of the Ministry of infrastructure Andrey Pivovarsky, and his special first deputy of Vasily Shulmeyster (the native of Nikolaev, - PN) became the reason of all sounded problems, according to Vasily Kapatsina.

Following the results of discussion the floor was taken by People's Deputies and the representative of Ilyichesvky seaport who were also present at a meeting.

In particular, the People's Deputy Boris Kozyr noted that will address to the Minister of infrastructure and that will give an assessment to actions of the deputy.

- It was perfectly told that, according to the resolution of the Cabinet No. 777, are appointed to positions of directors of the state enterprises according to competition. Unfortunately, the branch of Administration of seaports isn't the separate state enterprise. Here the chief of AMPU is subject to appointment through competition. And here it wasn't. But I agree that even if it wasn't in the law, this norm needs to be initiated, because it too collective, an organism and heads the enterprises it is necessary to protect too at competition. Unfortunately, the law of it doesn't allow to do, but we will initiate this norm, - told the Trump.

In turn, the head of labor union of Ilyichevsky seaport Sergey Bryzgalov appealed to People's Deputies to write deputy inquiry to the Attorney-General of Ukraine.

- Let will answer. The sanction of article provides a ban to hold certain positions for a certain period of work. Move away Amelin who directed shipping company, 9 people were subordinate him, and today all Ukraine. Clean, hold competition, - he told.

According to him, the labor collective, has to tell the word. Ilyichevets will support any decision which he will make, Bryzgalov assured.

- More we won't finish anybody, precautionary actions won't be any more. There will be an action of the real protest, joint. Also stop to tell a surname Shulmester. The head is responsible for everything in economy. Fish goes rotten by the head. At us today here such «zero» the minister who promised labor unions at a meeting in Odessa on February 20 this year that if the enterprises worked if normal financial result if the collective supports the head, it prolongs actions of the contract.  It doesn't occur. The person who was engaged in oil, sour cream and oil products, is engaged in sea branch. It he bears responsibility. He isn't a professional, Shulmeyster not the professional, Amelin not the professional, - he told.

The People's Deputy Alexander Zholobetsky declared that intends to address to the Public prosecutor and the minister if the situation isn't resolved by peaceful manner, is ready to go with people to a protest action.

- Give completely all situation, legal justifications, give all those regulations. I think that next week we will be at the Attorney-General, we will be at the minister because after heard to Shulmeyster I have no desire to go. Though it in principle Nikolaev, has to protect Nikolaev, but that I heard, it doesn't enter any framework.

- Concerning 20%-го reductions of collective…Give the next week, we will try to solve peacefully. It won't turn out, means together with you, I promise, we will go and we will block everything that is necessary, - he told

On a result of meeting the draft resolution which delegates of meeting with the editings brought thus voted was read. So, employees of port reserved the right within the current legislation to assert the rights peaceful actions and pickets: up to boycott of work of port.
