Today after change of the chief in Service of highways The Nikolaev region the following is observed:
- At the height of a construction season of 6 top managers have written letters of resignation;
- To physically accompany tendering process, many of which still aren't even announced, there is nobody, also the staff of Service has no elementary experience in system «Prozorro» ;
- There are facts of pressure upon employees, frequent change of structure of tender committee, and the atmosphere at collective unhealthy;
- There was a risk of not application of funds of the local budgets selected for joint financing of repair of roads, people wait for real actions, but don't even inform them whether tenders will be held, or it is better for them the allocated funds to direct to other objects; social tension increases;

It should be noted that Zolotko has stayed at this position only three hours, and after intervention of the deputy chapter «Ukravtodor» Evgenia Baraja which has for certain listened to arguments against such appointment, to fulfillment of duties his adviser Nikolay Shulga has started.
Of course, to correct errors better late than never, but I nevertheless consider that «To Ukravtodor» it is necessary to change approach to personnel policy, otherwise funds for repair of roads won't be mastered and if are, then with enormous violations and abuses.
Plundered and helpless «Nikolaev oblavtodor»
Opportunity is now discussed how to save the money allocated from local budgets. The decisions deputies of councils can direct them not to maintenance, and for operational works for which carrying out it isn't necessary to hold new the tender, the contractor is already defined. This enterprise is «Nikolaev oblavtodor» –the only company in area which is engaged in these works. However, the state of affairs on Oblavtodor isn't better, than in Service. And under a big question then there will be a quality of the performed works and their expediency.
What for today's time is «Nikolaev oblavtodor» and what main problems drive him into the list of the unprofitable enterprises?
In - the first, critical degree the problem of personnel of the enterprise has. The factors accompanying it is that the average level of the salary in the company–2,5 thousand hryvnias which is systematically detained. Against the background of price increase and tariffs Oblavtodor can comprehend personnel «collapse». A striking example of it are the dismissal facts at own will of chiefs of regional managements of the enterprise: within the last two months chiefs of Krivoozersky, Novobugsky and Bashtansky rayavtodor have submitted applications for dismissal. At the same time there are no applicants for the specified positions.
Besides, for the last several years Oblavtodor has lost, has reduced a number of production capacities which actually and distinguished him from other road enterprises as the system operational company.
So, the plant iron - concrete products, releasing borders, columns for signs, stops, etc. has been destroyed and plundered. Production of the bituminous emulsion released by the South Ukrainian dorozhno-the operational site (DOS), used when patching and other works is stopped. From 11 asphalt concrete plants which are registered on balance of Oblavtodor, can produce asphalt only two–now in Nikolaev and Yuzhnoukrainsk. The plant in New Bug because of absence of personnel in 2016 wasn't started.
All this testifies about large-scale plundering of the enterprise, which lasted for years. And in spite of the fact that all facts in process of their opening are reported to the top management of the same «Ukravtodor» , even the internal audit inspection of the enterprise isn't initiated. And open productions on the facts of theft of funds by previous leaders aren't investigated.
Along with it many questions arise also to the regional power in the face of which it occurred. Work at the enterprise was just not controlled though first of all the governor who before recent time was Vadim Merikov had to be interested in it. If he actually so was ill roads of the area, he, at least, needed to be aware of affairs in Service of highways and on Oblavtodor. Merikov, if to remember, could only unless learn about plans of road builders at meetings at the press and to give public scoldings, from which I pound as we see, zero, a continuous publicity move.

Information on this appointment has caused a squall of indignations in the public. Also I have splashed out the main issue on a surface: who has stretched this unofficial appointment?

Only transparent competitions and involvement of qualified specialists by the smallest for a period of three years.I hope, the Minister doesn't need a lot of time to give assessment to the same Shulichenko and to dismiss him if he doesn't carry out the powers. Today it is important not to waste time.
In - the second, it is necessary to place emphasis on revival of production base in area which is plundered today. And redirection of the available funds of local budgets for technical re-equipment of the same Oblavtodor, including for purchase of the heavy road machinery for works on the current and capital repairs could become one of effective decisions. The specified investments already in 2017 have played a positive role on road condition areas, not to mention the forthcoming winter.
Undoubtedly, this enterprise needs to be reorganized. And association of rayavtodor could become one of the first steps to establishment of effective management on Oblavtodor, let them as a result there would be only 5-7 managements on area which to equip with the modern equipment and to create worthy fund of the salaries to workers. It is necessary to reform network of the enterprise so that there is no parasite left who or eat budget money, or steal.
The other day at me rather constructive dialogue with the minister of infrastructure of Ukraine Vladimir Omelyan has taken place. The hope for correction of a situation is. Only we still should learn whether what is the time it will borrow and everything is valid are interested in it.
