Deputies of the Nikolaev regional council will address to the Cabinet, the Ministry of infrastructure, «Ukravtodor» , HOOK «Highways of Ukraine» rather urgent appointment of the qualified heads to positions of the chief of Service of highways of the Nikolaev region and the director of DP «Nikolaev oblavtodor».
Deputies have supported the relevant initiative by a majority vote together with acceptance of inquiry of the head of fraction «The Power is new» Tatyana Demchenko «About a road collapse in the Nikolaev region» , which she has submitted for consideration of a session on Thursday, November 10.
As it was reported earlier, deputies have reviewed this request the first, right after emotional speech of the governor Nikolaev region of Alexey Savchenko. «For» 46 deputies, at the same time two–have voted didn't vote (Andrey Zakusilov from fraction «Our Edge» and Fiodor Barn - extra fractional).
- For all year deputies of regional council practically at each session considered a question of road condition in the area. It has been made a number of decisions of regional council on this matter, the program for development of road economy in the area has been adopted. In July we recognized a situation on roads of the area extraordinary technogenic character. From the regional budget and other local budgets about 90 million hryvnias have been allocated for roads. In total it is consolidated and it is offered to use from all sources of financing on roads more than 600 million hryvnias. At the same time in 10 months of this year only 75 million are used that makes a little more than 10%. A miserable amount of means it is used from local budgets!–has declared to Demchenko, addressing deputies. - For the first time in the history of the Nikolaev region we have a collapse. There are no roads, money is, but means which are used a miserable amount.
At the same time she has noted, as these 75 million have been used extremely inefficiently, irrationally, in some cases just criminal.
- And confirmation of this situation is road condition after three days of rains in the area today. We have utter chaos in tender procedures for application of funds on repair of roads to areas, the road economy in the area is in extremely thrown state. A considerable part of rayavtodor and an oblavtodor practically are on the verge of existence, there are no more, - the deputy has added.
In her opinion, the confused personnel policy of the Kiev administration is two main reasons of current situation ( «Ukravtodor» , Ministry of Infrastructure and SAC «Highways of Ukraine» ), which «doesn't maintain any criticism, and also elimination from a solution of the problem of the Nikolaev Regional State Administration.
- The RSA has practically kept from influence on a situation with roads in our Nikolaev region. There will be yet no political will of the first person of area that it has been made, believe, we and will speak endlessly about this situation, - the deputy considers.
It is remarkable that the governor Alexey Savchenko wasn't present during Demchenko's performance, on the termination of the speech, he has left from the sessional hall on a meeting with security officers.
Having supported Demchenko's inquiry, deputies have made the following decisions on the designated points:
1.To consider a situation in the Nikolaev region concerning road condition, development of the budget money allocated with state and local budgets for repair and the operational maintenance of public highways, catastrophic. To consider that confused personnel policy which was pursued by the central authorities concerning the management of Service of highways of Nikolayevshchina, DP «Nikolaev oblavtodor» has a consequence an unsatisfactory state, both roads of the area, and inappropriate and inefficient development of budget money.
2.The Nikolaev RSA it agrees to the delegated powers to take measures concerning ensuring performance of a number of decisions of sessions of a regional council that concern roads. To take effective measures in a question of preparation of the equipment, providing road services with material resources by the winter period. Urgently to submit a question of introduction of amendments to the budget of area for the next session of a regional council, having redistributed means which have been provided on repair of roads (more than 50 million hryvnias). «To the Nikolaev oblavtodor» together with RSA to take measures concerning repayment of debt on the salaries to workers of the road sphere (it is more than 7 million hryvnias).
3.To the Nikolaev RSA, Service of highways of the Nikolaev region, DP «Nikolaev oblavtodor» it is urgent to take measures for formation of plans for 2017 concerning work on problem roads of the area, providing a sufficient financial resource from the State budget on these purposes.
4.To address to the Cabinet of Ukraine, the Ministry of infrastructure, «To Ukravtodor» , HOOK «Highways of Ukraine» rather urgent appointment of the qualified heads to positions of the chief of Service of highways of Nikolayevshchina, the director of DP «Nikolaev oblavtodor» , and also allocations of an essential financial resource for 2017 from the State budget on road economy of the Nikolaev region. To make appointment of heads to positions of chiefs of road services only in coordination with the leaders of area.
5.At the next session of a regional council (till December 17) to hear information of the Regional State Administration, Service of highways of Nikolayevshchina concerning implementation of the above-stated decisions of regional council, providing an appropriate condition of highways in the Nikolaev region, target and effective use of budgetary funds.

Let's remind, earlier it was reported that in the current year on repair of roads more than 600 million has been accumulated, including about 90 million from budgets of local level, but are mastered today only a little more than 75 million.
It should be noted that at the height of a construction season in Service of highways of the Nikolaev region have made change of the head, the acting as there was an adviser to the deputy chapter «Ukravtodor» Evgenia Baraja Nikolay Shulga.
At the moment in Service of highways recognize, that this construction season «profukal» , besides in department detectives of NABU–worked on October 12 carried out searches within pre-judicial investigation criminal proceedings upon attempt at waste of the public funds allocated for repair of certain sections of the highway of the state value N-11 Dnipropetrovsk - Nikolaev».
