In system of the Ministry of Internal Affairs there is the service which work is connected with category of citizens to which especially close attention of society - minors is paid. One of the main objectives of criminal militia for children (KMDD) is disclosure of the crimes committed as by minors, and in relation to them. And not less important link of work of militiamen in this direction is prevention.

According to the chief VKMDD of Regional Department of the Ministry of Internal Affairs of Ukraine in the Nikolaev area of the militia colonel Victor Suranovich, the greatest attention of service which he heads, is given to that category which is considered the most vulnerable among teenagers - what are deprived of parental guardianship. Certainly, incorrect will point to what this category all without exception gets under a prism of the probable criminal future, but generally with them the staff of criminal militia for children leads explanatory discussions and brings that commission of crime is a negative phenomenon home of minor citizens of Ukraine, and without fail it involves punishment which as a result can become the reason of the broken destiny and the crippled future.

Lack of mutual understanding with parents, low financial position in a family, the conflicts to friends and schoolmates, etc. is the main reasons of immoral behavior of teenagers. Intuitively trying to push away from itself these problems, to escape from them, the teenager looks for protection from the outside, mistakenly believing that will find him on the street. On the street where nobody will ask, whether made lessons, won't abuse for bad notes, to control personal time and behavior.

So, the street gives a freedom of action, possibility of realization of that parents, school, the public forbid. Realizing it or not, at own will or "for the company", the teenager can make an offense or go to a crime. And consequences of such actions can be very sad.

The mentality of the child is unstable, he can be convinced, won round, as a last resort, to intimidate, relying on the nonexistent principles so-called "street solidarity and mutual aid", having thus in a look unilateral both solidarity and mutual aid. Adults, it isn't enough or absolutely strangers can force the child, involve him in illegal activity. Quite often it happens and so that minors become victims of offenses and the crimes committed on the relations to them.

Often parents, considering that at them is on this full fatherly authority, make violent acts concerning the children, hoping for pity and sympathy of passersby, send children on the street to earn money, being engaged in begging and this list can be continued.

The huge attention is focused by militiamen on need of studying by pupils of legislative base. The teenager has to know that any offense or a crime falls under action of article of Administrative and Criminal codes of Ukraine, and the legislation as for minors, and adults, for commission of illegal actions responsibility is provided. Before achievement by children of 16 years the part of responsibility for their actions lays down on parents, trustees or trustees.

If teenagers appear in a situation which seems to them desperate - on the one hand full misunderstanding in communication with parents, on the other hand - a full divergence of views at school both with teachers, and with schoolmates, they start building the "I" in that environment to which they trust. And not always it is Wednesday really justifies hopes of the teenager. In this regard police officers constantly address to pupils that in case teenagers become victims of any actions or situations, they have to without being afraid to tell that occurred either to parents, or school teachers, which, in turn, have to report immediately the matter in militia. Also minors have opportunity to address in law-enforcement bodies independently.
