GP "The Delta — the Pilot" issued the bulletin of the emergency sea incidents (ESI) taking place in 2008It already the fourth collection prepared by the enterprise following the results of investigation of AMP. Practice of the edition of such collections originates since 2006 when GP "Public Sea Pilot Service" carried out the analysis of AMP of 2005. In the bulletin No. 4 all accidents which happened to the Ukrainian and foreign vessels in domestic waters are collected and analysed. About it reports a press - service GP "The Delta — the Pilot".
In 2008 the number of the emergency sea incidents which have happened to vessels under conducting of pilots and/or PRDS twice decreased. In total for their 2008 occurred 15. For the similar period of 2007 - 27. Pilots of GP "The Delta — the Pilot" in 2008 performed 63719 pilot works (in 2007 - 63000). Thus considerably technical characteristics of vessels increased. So, in July the biggest came into the Odessa sea trade port for all history of port the container carrier. The vessel MOL MAAS (a flag - Panama) had length of 299,95 m, width - 37,1 m. Conducting of such big container carrier demanded from pilots of PLS and PRDS "Odessa" of the highest professionalism.
In the bulletin materials of investigation of AMP from January to December, 2008 with the description of each event with addition of schemes of following of vessels by channels are consistently given, when carrying out mooring operations in ports, record of radio negotiations between captains of ships (pilots of the enterprise) and TsRDS/PRDS personnel.
From all emergency sea incidents which have taken place in 2008, only one AMP is classified, as accident. On January 17 the Marmara Mariner motor ship (a flag of Russia) in the area Kerch - the Enikalsky channel without pilot onboard "sat down" on soil.There were also the incidents which reason there were mistakes of captains of ships during pass on the channel and at mooring operations in which the human or technical factor obviously isn't looked through. In the conditions of refusal of a steering or the main engine during vessel pass on the channel, during mooring operations pilots in due time and highly professionally reacted to unforeseen circumstances of emergencies, avoiding more serious consequences.
The accident rate analysis for 2008 is made on the basis of Acts of investigation of AMP by captains of the relevant seaports, and also - separately - GP "The Delta — the Pilot" commission. All emergency sea incidents were investigated according to "The provision on classification, an order of investigation and the accounting of emergency sea incidents" - PRAMP-2006.
Materials of the bulletin No. 4 are already carefully studied during technical study in divisions of pilot services and PRDS for the purpose of AMP prevention in the subsequent.
