The Russian businessman Vadim Novinsky demands to change the investment obligations which were given to the State property fund upon Black Sea Shipbuilding Plant (BSSP) purchase.
The Kherson shipbuilding plant belonging to Novinsky which controls today ChSZ, already sent the corresponding letter to FGI.
We will remind that non-performance of investment obligations became the gap reason the State property fund of the contract with the previous owners of ChSZ, brothers Igor and Oleg Churkinymi in 2005. "The fund demands to increase outputs of vessels with the general displacement up to 60 thousand tons. However the state in which we got the enterprise, doesn't allow to speak about achievement of such volumes", - Alexey Syadro, the lawyer of the Kherson shipbuilding plant declared. According to him, the investor suggests to transfer this obligation to a money equivalent. That is by the end of 2010 the annual volume of realization of plant will be brought to level in 360 million hryvnias. Besides, Novinsky suggests to increase obligations for introduction of investments by repair and reconstruction with 49 to 80 million hryvnias within two years.
The analyst of the Troika Dialog company Roman Zakharov considers that this offer the investor stakes on falling to hryvnia in the future. "Production of plant leaves generally for export. Therefore if further гривня will weaken, it won't be obligatory for them to make large volumes", - Zakharov speaks.
Besides, the translation of investment obligations in a money equivalent will give to the investor a big freedom of action in a question of a choice of the range of products. "For example, ChSZ will be able to let out small, but more expensive and qualitative vessels", - the analyst "the Concorde the Capital" Inna Perepelitsa explains.
However at the State property fund and without that a number of claims to the present owner of ChSZ collected. In particular, the head of FGI Valentina Semenyuk is dissatisfied with that didn't inform her on an enterprise re-registration from the Sudmashprom company on the Kherson shipbuilding plant which happened in April of this year. "We learned about it from the press", - declared Semenyuk.
Despite it, the head of FGI practically agreed on concessions to Vadim Novinsky."We will create the working group with participation of the profile ministries and if none of her members don't have claims, we will consider wishes of the investor", - told Semenyuk. In exchange the head Fonda demanded to enter representatives of FGI and the Nikolaev gorgosadministration into the supervisory board of ChSZ, and also to provide implementation of ecological and social requirements for the enterprise. It has to be made at the closest meeting of shareholders of the Black Sea shipbuilding plant.
