In Ukraine volumes of shadow economy are reduced. According to the Ministry of Economics, in comparison with 2006 level of shadow economy in the country in 2007 fell to 2% and made 32%, the newspaper "Business" writes today. The exit of the companies from a shadow allowed to increase receipts in state treasury.
Customs and tax administrations worked for the benefit of domestic treasury first of all. So, in 2007 smuggling for the sum of 421 million hryvnias that is 143 million more than year before was stopped. The tax inspection, in turn, declassified 4319 fictitious firms which, as we know, and are used for laundering of the shadow income.
The director of Institute of economic researches Igor Burakovsky agrees that the customs played a key role in the course of economy legalization. "The Ukrainian customs tries sometimes correct, sometimes drastic administrative measures, but all - to lift import", - the expert considers.
As it is paradoxical, but cost increase on energy resources also had the beneficial effect. Rise in price of prime cost of made production and decrease in its competitiveness induced producers to throw the hidden reserves into the help to the enterprises. As a result, the enterprises received 183 billion hryvnias of profit, and the state moneybox replenished at the expense of taxes with 36 billions that is 78% more than result of 2006.
High consumer moods of the population also brought part of the income out of a shadow. So, in 2007 Ukrainians spent cash for purchases on 225,1 billion hryvnias more, than year before. At the same time Igor Burakovsky says that to relax while early, after all percent of the companies working in a shadow, remains rather big.
The executive director "CASE-Ukraine" Dmitry Boyarchuk considers that powerful improvements in the sphere of business didn't happen. "If any reform was carried out, it would be possible to assume that an exit from a shadow it is natural. But at us any reforms it wasn't carried out", - he is sure.
However, according to Burakovsky, shadow economy - to the yavla
