In 43 annual conferences of Association of sea pilots of Europe (European Maritime Pilots' Association, EMPA) more than 100 representatives of 27 pilot organizations took part in Antalia (Turkey) from 25 countries of Europe. Among delegates of conference there was a deputy director of GP "The Delta — the Pilot" Vladimir Sharabura. It represented Ukraine after a two-year break of participation of our pilots in activity of Association of sea pilots of Europe.
As reports a press - service "The Delta — the Pilot", delegates of conference discussed the current questions of activity of EMRA. Also professional problems were considered: interaction of pilots and VTS, use by pilots of portable computers, training training of specialists.
Brisk discussion was caused by a question of responsibility of pilots for emergency incidents. In particular, pilots revolts that in many countries the ordinary investigators unfamiliar with specifics of sea incidents are engaged in investigation of accidents of vessels.
One of important subjects to which the president of EMRA Dieter Blochl (Dieter BLOECHL) devoted considerable part of the report for 2008, - need of introduction of uniform standards for the pilot organizations in respect of training of specialists and professional requirements to them.
Today pilots of the whole world, though carry out the same functions, but each country on - to the of sieves questions of their preparation and establishes the requirements within functions.
EMRA together with the International association of sea pilots (IMPA) developed the international standard for the pilot organizations (ISPO) which completely formalizes and unifies activity of pilots of all countries.
For Ukraine need of implementation of this document didn't become surprise. V. Sharabura made a speech at conference with the report on introduction of the international standards in activity of the Ukrainian pilots.
- We deal with this issue for a long time. Some procedures in plans of training of pilots are at present approved. They will be introduced in a control system of quality of GP "The Delta — the Pilot", - V. Sharabura reported.- In the end of the year the enterprise plans to invite experts of EMRA for certification of system of work of our pilot service according to the international ISPO standards.
At conference of Association of sea pilots of Europe the deputy director of GP "The Delta — the Pilot" made also the report on results of pilot work in 2008 (decrease in number of emergency incidents at increase in number of pilotages).
V. Sharabura held negotiations with representatives of the project of the European system of monitoring of movement of vessels (MarNIS) and agreed about association of system of monitoring of a surface situation in waters of Ukraine with MarNIS.
At conference in members of EMRA Romania was accepted.
The new chairman of Association of sea pilots of Europe was also elected. The French captain Jacques Soban (Jaques SAUBAN) holding earlier a position vice-the president of EMRA became him.
