Nikolaev has a real chance to get a grant in 1 million UAH in 2010. It it was declared yesterday, on June 15, at meeting of coordination council which took place in the Small Hall of the Nikolaev Executive Committee of the City Soviet of People's Deputies.
As the deputy head of department zhilishchno - municipal servicestoldIvan Bogoslavets, Nikolaev has a chance to get such grant in case of a victory in All-Ukrainian competition which is directed on support of local governments. This competition in Ukraine is held annually.
In Nikolaev within this competition the program which consists of four main directions is now developed, namely:
- warming of a facade of a house (μR. Alluvium, Lazurnaya St., 16-and);
- school No. 3 re-equipment on electroheating that will allow to reduce expenses by 2,5 times;
- scheme working off together with return combined heat and power plant according to the Kyoto Protocol of means for reduction of emissions in the atmosphere;
- development of the city program of energy saving.
The special attention at meeting was paid to city program of energy saving.
At the initiative of the mayorVladimir Chaikathe Panorama — Investment enterprise developed the energy saving project at the expense of effective thermal insulation of multi-storey buildings and production buildings. Possibility of warming of eight houses in μR is now considered. Alluvium.
Thermal insulation of walls of high-rise buildings provides obligatory repair of old walls, and if necessary and repair of the damaged heathighways, entrances and roofs. The cost of such project, according to the director general of state of emergency "the Panorama - Investment"Nadezhda Golovchenko, makes 152 million UAH, partial financing will be assumed by the German partners (more than 50 million UAH), and also the Nikolaev city hall (3,5 million UAH). For residents of these houses the cost of one meter of square such warming will make 2096 UAH

The Kyoto Protocol - the international document accepted in Kyoto (Japan) in December, 1997 in addition to the Framework convention of the UN about climate change (RKIK). It obliges the developed countries and the countries with a transitional economy to reduce or stabilize emissions of greenhouse gases in 2008-2012 in comparison with 1990. The period of signing of the protocol opened on March 16, 1998 and came to the end on March 15, 1999.
Russia and Ukraine within this protocol assumed the obligation to keep average annual emissions in 2008-2012 at the level of 1990.
