Yesterday the Ministry of regional development and construction carried out the second auction by definition of construction companies which will receive public financing on end of the objects with degree of readiness of 70%.
At the first auction which took place on July 7, specialists of department considered 47 demands from which it was satisfied only 10. According to the head of department of development and implementation of the state housing programmes of Minregionstroy Alexander Nepomnyashchy, yesterday the commission considered demands on 32 objects in Donetsk, Uzhgorod, Zaporozhye, Vinnytsia, settlements of the Zaporozhye and Sumy areas (except the regional centers). From them a barrier broke 13. "In the course of the auction housing prices were reduced by 3-4%", - Alexander Nepomnyashchy told, however refused to call the average cost of square meter, referring to that results of the auction aren't certified yet by the minister.
Today in Minregionstroy will consider demands for objects of Lugansk, Nikolaev, Sumy, Ivano - Frankovsk and area, the Kirovograd area. The last will consider on July 17 demands of builders of Kiev. In department it explain that will participate in the capital most of all objects therefore experts plan "to be trained" on less competitive regions.
Builders will check
According to the approved procedure, after a victory in competition builders will have to pass accreditation in one of 82 banks participating in the program. And if bankers are satisfied by a financial condition of the builder, subsequently he will get to the list of the companies which will receive state financing. It will be approved by the government resolution. Thus the credits for completion of objects will be allocated not to construction companies, and natural persons for a period of up to 30 years under 14,6% per annum. Means will give out to natural persons only after on everything the apartments not sold in the house will be buyers.

How many funds will be allocated for implementation of this program while it isn't known. Alexander Nepomnyashchy says that on completion of the objects allowed to competition (174 objects) it was initially necessary for 3 billion UAH, however after carrying out auctions the number of applicants will decrease therefore the final sum will be not such considerable. Financing of banks will pass through the Public Mortgage Institution (PMI). It already issued bonds for total amount of 1 billion UAH a half from which at auction got Oshchadbank. The remained papers on 500 million UAH were put up for sale last Friday, however the buyer wasn't.
The prices at which builders will be obliged to sell housing (for Kiev - no more than 8 thousand UAH for sq.m, in the regional centers - to 6 thousand UAH, and in other settlements - to 5 thousand UAH) are attractive to buyers, however will obviously cool a heat of builders. By estimates of the marketing director of SV Development Vladimir Stepenko, many construction organizations it is necessary to work at the minimum profitability - about 15% whereas earlier some of them could earn over 100%. In Minregionstroy add that the prime right for purchase of apartments will be acquired by exempts who stand in various queues on housing acquisition.
