Yushchenko vetoed the law on presidential elections

The president of Ukraine Victor YUSHCHENKO applied the veto to the law "About Modification of Some Acts of Ukraine Concerning an Election of the President of Ukraine".

As the correspondent of the UNIAN reports, the Deputy head of the Secretariat of President Marín STAVNIYCHUK reported about it at a briefing.

According to her, the head of state will return today this law to parliament with the offers.

M. STAVNIYCHUK noted that, according to V. Yushchenko, the law adopted by the Verkhovna Rada on presidential elections doesn't create the effective mechanism for realization of will of citizens. Also V. Yushchenko considers that this law can't provide carrying out fair, transparent and democratic elections of the head of state.

M. STAVNIYCHUK noted that the majority of provisions of the law of V. Yushchenko plan to reject. At the same time it will submit in BP specific proposals and additions on improvement of the electoral law.

M. STAVNIYCHUK noted that the President will support a number of provisions of the law and, first of all, it concerns reduction of terms of election campaign.

As reported the UNIAN, on July 24, 2009 the parliament adopted the law "About Modification of Some Acts of Ukraine Concerning an Election of the President of Ukraine". The document provides reduction of term of presidential election campaign from 120 to 90 days. It is provided that representations on candidates (on one person in one election commission from one candidate) are brought in structure of territorial election commissions by presidential candidates of Ukraine who are registered in the Central Election Commission. For registration of the candidate for president monetary pledge is brought. Monetary pledge is brought by party (the parties entering the block) which proposed the presidential candidate, or the presidential candidate in a non-cash order into the special account of Central Election Commission of 2,5 million UAH. Monetary pledge comes back to only those two candidates who left in the second round of presidential election, to other candidates this monetary pledge doesn't come back and transferred into the state budget.

The chairman of the Verkhovna Rada of Ukraine Vladimir LITVIN reported that on August 1 signed and sent to the head of state the law on modification of some acts of Ukraine concerning an election of the president of Ukraine.

On August 21 carrying out extraordinary session of parliament on which proposals of the head of state in the law on modification of the law on presidential election will be considered is planned.

A number of experts criticized a number of provisions of this law.
