The People's Deputy of Ukraine Gennady Moskal brought the project of changes in which suggests to exclude from powers of militia some articles of the Code of Ukraine "About administrative offenses", in particular Art. 160 (Trade from hands in unspecified places), Art. 159 (Trade violation of the rules in the markets).
The offered changes in the Code of Ukraine "About administrative offenses" are caused by such circumstances:
- from hands in unspecified places the most unprotected part of the population is engaged in trade, as a rule: the unemployed, pensioners, etc. which have no opportunity to pay, as a rule, expensive trade places in the operating markets;
- executive authorities and local government, sanitarno - epidemiological and veterinary control, for protection of the rights of the consumer completely withdrew from work on fight against trade from hands in unspecified places, to identification and elimination of the reasons and conditions which promote emergence of spontaneous trade, search of solutions of a problem: creations of the new markets, and also enough of preferential trade places for socially unprotected segments of the population;
- executive authorities and local government hung up the solution of a question of fight against trade from hands in unspecified places completely on militia.
- militia actions on the termination of spontaneous trade, as a rule, led to opposition from the population, militia discredit in the opinion of the people.
The offered changes, according to the People's Deputy, will promote increase of responsibility of executive authorities, local government, sanitarno - epidemiological and veterinary control that, in turn, will lead to removal of social tension in society.
