The Nikolaev branch council of businessmen concerning private medical practice intends to send the letter to the President of Ukraine Victor Yushchenko with a request to veto the Law of Ukraine "About the moratorium on rise in prices and tariffs for medicines and products of medical appointment", accepted by the Verkhovna Rada of Ukraine in the second reading on October 20, 2009.
Today the next meeting of city branch council of businessmen concerning private medical practice at which the Law of Ukraine "About the moratorium on rise in prices and tariffs for medicines and products of medical appointment" was discussed took place.
As it is told in the bill, for financial crisis before establishment of the size of minimum wage and pensions at the level of a living wage and before repayment of debt on payment of a salary, grants and cash security of students, cadets and pupils to enter the moratorium on rise in prices on all types of medicines of domestic and import production which are used by the population of Ukraine and medical institutions. Medicines of a domestic production are realized at the prices regulated by the state, medicines of import production - at the prices which were as of July 1, 2008. The law comes into force from the date of its publication.
The chairman of the given branch advice Alla Poltorak noted that if drugstores will return to the prices of 2008, they will work to themselves at a loss, also, it will result in deficiency of medicines. Many domestic preparations make now of import substances which constantly rise in price, besides, domestic pharmaceutical companies don't let out many preparations which are necessary for the population of Ukraine.
Anybody has no price-list of 2008 therefore as this law will be carried out it isn't known, businessmen note.
The wholesale companies already warned the Nikolaev druggists that if the law won't be vetoed by the President, since November 5 they will suspend sale of import preparations.
Therefore the Nikolaev branch council of businessmen concerning private medical practice intends to send the letter to the president of Ukraine with a request not to support this law.
"The law sets as the purpose improvement of services of health care, however instead of system reforming of health care, we see nonprofessional approach and cheap pre-election populism … The specified law breaks the practice of control acquired during 2009 behind pricing on medicines of Ukraine … From July, 2008 till September, 2009 the rate of the main foreign currencies rose by 80%, import medicines and means of medical appointment make 70-75% of the market in terms of money. The domestic industry doesn't make many medicines for ensuring appropriate treatment of a serious illness … Lack of vital drugs of import production will result in medical and economic danger in Ukraine. From - for unprofitability functioning of the majority of the enterprises of the pharmaceutical market that will lead to increase in unemployment and reduction of tax revenues in the budget of Ukraine during financial crisis will stop, circumstances for stimulation of illicit import of medicines will be created, investment appeal of pharmaceutical branch and the international authority of Ukraine in connection with violation of the rules of the World organization of trade" considerably will decrease, - is told in the address.
According to the Nikolaev branch council for questions of private medical practice, representatives of branch councils from other regions and various farmassotsiation also directed similar addresses to the address of the President.
