On October 26-27 in Lviv the II East European conference of participants of National preventive mechanisms took place agrees with the Optional protocol to the UN Convention on counteraction of tortures and other types of bad behavior. Ukraine among other 40 states ratified noted protocol, than took the trouble to create at legislative level corresponding the national preventive mechanism, reports TsOS Regional Department of the Ministry of Internal Affairs in the Nikolaev area.
Among participants of conference there were representatives of institutions of civil society and the international organizations who coordinators of activities of mobile groups for monitoring of observance of constitutional laws and freedoms of citizens in activity of Department of Internal Affairs of Ukraine, representatives of leading human rights organizations of Ukraine, representatives of the Ministry of Justice of Ukraine, the Representative of the Verkhovna Rada on human rights, the National Security and Defense Council of Ukraine, the Ministry of Internal Affairs of Ukraine work to the sphere of observance of human rights and preventions of tortures from Azerbaijan, Albania, Armenia, Belgium, Bulgaria, Great Britain, Georgia, Hungary, Kazakhstan, Kyrgyzstan, Moldova, Macedonia, Italy, Latvia, Lithuania, Poland, the Russian Federation, Tajikistan, the Czech Republic, Romania, and also; Ministries of Foreign Affairs; Health protection Ministries; National Academy of prosecutor's office of Ukraine and so forth. Conference is a component of the "Preventions of Tortures and Bad Behaviour in Detention Places" project which is now realized in common by the Coordinator of the projects of OSCE in Ukraine, the Ministry of Internal Affairs of Ukraine and the Kharkov institute of social researches.
"The conference purpose - presentation of the practices, receiving and an exchange of experience with the countries which already developed such National preventive mechanisms.It is the most representative conference of this direction" - the representative of the Kharkov institute of social researches Andrey Chernousov noted.
"For today conditions of the maintenance of people in establishments of the closed type in Ukraine improved, but works still are much" - the adviser to the Minister of Internal Affairs Ekaterina Levchenko noted. According to her it is those places where the person completely gets under the state power. However these institutions have to be under continuous monitoring of the public.
From the Nikolaev area the Assistant Secretary of internal affairs of Ukraine concerning ensuring human rights Sergey Shvets took part in conference. Sergey Petrovich noted that from 15 participants who presented to model of national preventive mechanisms in the countries, two options more are suitable for Ukraine - presentation of Great Britain and the Kyrgyz delegation. The model presents interaction of government institutions and public organizations in the prevention of tortures and bad behavior in detention places.
On the end of conference, its participants could share in discussion own experience, and also show as agents of civil society can be attracted in process of the prevention of tortures and bad behavior.
