Heads of "Naftogaz of Ukraine" and "Gazprom" on Tuesday have to sign documents on not fining of Ukraine for a gas shortage this year and deliveries for 2010.
According to the head of "Naftogaz" Oleg Dubina, documents on reduction of volumes of consumption by Ukraine of gas are prepared for signing this year to 25 billions cubic meter.
He emphasized that "Gazprom" won't fine Ukraine - as heads of governments of Russia and Ukraine agreed earlier.
In return, the president of the Kiev international power club Alexander Todiychuk says that there are no guarantees that the public oral promise of the Russian prime minister of the Russian Federation Vladimir Putin to cancel penalties will be by all means kept.
At least, to presidential election it isn't necessary to wait for final unblocking of the gas relations with Moscow, he told "The German wave".
"Something can be signed that will solve a problem of 2009. And for 2010 this problem will remain as this very good mechanism of influence on policy in Ukraine", - is considered by Todiychuk.
The expert also doesn't expect new gas war this winter.
It reminded that "Gazprom" lost, at least, 15 billion dollars from the termination of gas-deliveries at the beginning of this year and sharp reduction of volumes of purchase of the Russian gas by the European Union.
But threat of multi-billion penalties, according to the expert, remains for mleduyushchy year.
As Todiychuk considers, it will tempt Moscow to exchange their non-use for control of the Ukrainian gas transmission system.
