The doubt in correctness of calculations of performance standards of garbage on each inhabitant of Nikolaev, made by housing and communal services Department of the Nikolaev Executive Committee of the City Soviet of People's Deputies, was stated by the deputy of the Nikolaev City Council Pyotr Zibrov. He declared it on July 8 at meeting of the Advisory board of political parties and public organizations.
Zibrov reminded that in May of this year housing and communal services Department approved tariffs for garbage removal. For apartment houses of norm are in the limits of sizes set by experts of one of scientifically - research institutes of Kiev: from 1,5 to 2,4 CBM on one person in a year. In our city for inhabitants of private houses this norm was one and a half times higher - 3,6 CBM
The reason of such discrepancy, according to the deputies who were taking part in work of council, is that contracts for garbage removal are signed not by all private traders, and therefore overestimate of norms of consumption housing and communal services compensate the missing sums.
There is also such fact. According to documents, in ZhEKE "Pobuzhye" 1575 people, and are stated in the documents filed on the statement of norms of consumption of garbage, other figure - 4564 inhabitants is specified. In the summary table of compensation of expenses for garbage removal in the first quarter of the this year, made in Department, the number of inhabitants in Nikolaev - 747 thousand is specified. While the city population, according to Pyotr Zibrov, makes for today 505 thousand 098 people.
Increasing number of inhabitants, housing and communal services manipulate figures, - deputies consider. - The number of inhabitants then is multiplied by norm of consumption of export of solid household waste - 1,74 CBM. Thus the difference received at a divergence of real figures and given in documents, makes the huge sums. Only for the first quarter 2008 the staff of Department asked compensation for garbage removal of 264 thousand UAH. Thus housing and communal services can receive not earned excess profits.
