The People's Deputy from BYuT fraction Andrey Portnov suggests parliament to expand powers of the Cabinet. About it it is told in the bill No. 3085 "About modification of the Law of Ukraine "About the Cabinet of Ukraine" (about reduction of provisions of this law in compliance of the Constitution of Ukraine), registered in Rada on September 1, reportsproUA.
In particular, the deputy suggests to provide the right the prime minister - to the minister to bring idea of dismissal of the Minister of Foreign Affairs and the Minister of Defence.
At present, such granting has to be coordinated with the President.
Portnov suggests to exclude from the norm law, about that that: The Cabinet of Ministers is obliged to provide performance of acts of the President; The Cabinet of Ministers is obliged to respond to the address of the President; the President or the representative authorized by it, and in meetings of governmental committees can take part in meetings of the government the persons authorized by the President can take part.
Besides, the deputy suggests to exclude norm which assumes that the Cabinet of Ministers on own initiative or in pursuance of decrees of the President makes offers and carries out preparation of bills, and also acts of the President on the questions relating to powers of the President, and also norm about obligatory providing with Cabinet of Ministers of execution of decisions of the National Security and Defense Council which has been put into operation by decrees of the President, and an obligation of the Secretariat of Cabinet of Ministers to respond to the appeal of the advisory services created by the President.
The bill also provides the right to the prime minister to conduct negotiations and to sign the international contracts without the management of acts of the President.
It is provided also that the government issues obligatory acts to execution - resolutions and orders, - without relying on acts of the President.
In addition, it is offered to deprive of the President of an initiative of preparation and adoption of acts of Cabinet of Ministers and the right of acquaintance with the shorthand report of meetings of Cabinet of Ministers.
