Deputies plan to lift not only duties on import of cars, but also to import to Ukraine of food. In the bill it is offered to raise rates on meat, cocoa, chocolate and wine. These branches have most of all lobbyists in the Verkhovna Rada. After all decrease in duties for importers will force domestic producers to lower the cost of the production and to work in more rigid competition. "The law is favorable to exclusively branch lobbyists who look for a way to gather additionally high profit", - experts of the market note.
Wine can disappear
New customs rates started working in Ukraine since May 16 - date of official accession of the country to the WTO. And their decrease already affected the wine market in Ukraine. On counters of shops there were qualitative French, Spanish and Bulgarian wines at the price of 30-35 hryvnias for a bottle. Since new year this tendency only will amplify - in the long term the prices can fall to 25-30%. Such situation puts in an uncomfortable position of domestic producers of wine. "Agree, you will prefer a bottle of French wine to Ukrainian, after all it is most expensive for 10 hryvnias", - Christina Ksinias, the director of the company "Dolmart Ukraine" which is engaged in import of wines to Ukraine explains.
The deputy chief of department of import of the Vinfort company Pavel Glazov notes that return to the raised rates is very unpleasant, but not deadly. "About new year there were three months, for this time we can simply stop deliveries to the Ukrainian market, - he tells. - And since new year already to buy on duties which correspond to the agreement on the entry of Ukraine in the WTO".
Doesn't do the tragedy of such situation and Christina Ksinias. "Conditions are already created to work, - she considers. - All understand that will be heavy after new year and to the Ukrainian producers, but it will force them to work better, instead of to produce low-quality production".
However, as Pavel Glazov claims, such actions from the Verkhovna Rada contradict the protocol signed by the Ukrainian representatives. After all norms of international law, that is the protocol on accession of Ukraine to the WTO, have the privilege over standard of the internal law.If at least one country shows to Ukraine claims, the general council of the organization will be compelled to consider dispute. In that case Ukraine should pay solid compensation to an affected party and quickly to change the legislation.
