It was declared today at a briefing by the Kiev mayor Leonid Chernovetsky, answering a question of journalists, whether city authorities are afraid that in the winter bums from all Ukraine here will gather, knowing that here to them provide free food and clothes.
"The Kiev power will surely care of them as it is stated in the Constitution", - L. Chernovetsky told.
Thus he thanked the journalist for the asked question as now, according to him, thanks to translation of a briefing per television, people without a certain residence will know about the help which the capital power can provide to them.
L. Chernovetsky emphasized that it is citizens of Ukraine on whom the Constitution extends, and that they developed sense of justice.
The mayor considers wrong to call them bums as it is "offensive", and it is necessary to speak about them as about persons without permanent residence.
He told that visited many countries of the world and saw that "the city is richer, the it is more there than such people". "It is a social illness, it is a society illness", - L. Chernovetsky emphasized. Thus it reminded that Lev Tolstoy, according to him, too left in due time the house.
