The decree about dissolution of parliament of Ukraine came today into force. The document is officially published in the Uryadovy Kuryer newspaper. According to the decree, the parliament is dismissed ahead of schedule, snap elections are appointed to December 7, 2008.
The Verkhovna Rada has to adopt still amendments to the budget which concern financing of elections (by estimation of Ukrainian of the Central Election Commission, on these purposes about 75 million dollars) are required. The opposition party of regions which has the largest fraction in parliament (175 of 450 places) agreed to support the relevant bill already. The deputy head of fraction Alexander Efremov who was quoted by "The Ukrainian truth", promised that deputies will deal with this issue after official publication of the presidential decree.
"Regionals" repeatedly criticized Yushchenko for intention to dismiss Rada, however later supported early elections, believing that by results of vote will be able to replace "orange" in power.
Elections were opposed by Yulia Tymoshenko Bloc. In BYuT didn't exclude that will appeal against the decision of the president in court. Representatives of the block also declared Tymoshenko's possible resignation from a post of the prime minister. However, fraction meeting at which BYuT position had to be formulated, should be postponed in connection with Yulia Timoshenko's illness, reports the UNIAN. The leader of fraction Ivan Kirilenko told journalists that it has a strong flu.
We will note also that deputies disagree about legality of further work of Rada. Under the Constitution of Ukraine (article 90), powers of parliament stop in the opening day of Rada of new convocation. Article 81 of the basic law speaks about it also: "powers of the deputy stop ahead of schedule in case of the early termination of powers of parliament - in the opening day of the first meeting of Rada of new convocation". Meanwhile the speaker of Rada Arseniy Yatsenyuk called a question of the term of activity of Rada "legal collision". In the summer of 2007, we will remind, the parliament continued work and after dissolution, the president thus refused to sign the adopted bills, including their illegal.
We will remind, on October 8 the president of Ukraine Victor Yushchenko in the televised address to the Ukrainian people declared dissolution of the Verkhovna Rada of the 6th convocation and appointed early elections in parliament.
On October 9 on a site of the president of Ukraine the decree text about the early termination of powers of the Verkhovna Rada of the sixth convocation was published.
The leader of BYuT fraction Ivan Kirilenko declared that before official publication of the decree of the president about dissolution of the Verkhovna Rada it is legitimate and still there is time to create the new coalition.
