"Receipt from purchase of quotas have to go first of all for establishment of modern nature protection systems at the Ukrainian plants which in the conditions of crisis often save on filters and other equipment", - the head of the Nikolaev regional organization of the Ukrainian People's Party, the member of the Central Wire Yury SHIRKO considers. About it he emphasized, making comments on information on purchase by the International fund of the carbon credits of 300 thousand tons of dioxine of carbon at agro-industrial holding "Astarta — Kiev" which plans to reduce emissions of this substance at five sugar plants of holding. About it reports a press - service of the Nikolaev regional organization of the Ukrainian people's party. The representative of UNP is convinced that all programs of cooperation of Ukraine within the Kyoto Protocol have to consist not only of trade in quotas, but also in receiving additional resources for new modern nature protection programs. If not to do it, soon Ukraine itself will buy, instead of to sell surplus of quotas.
The state policy concerning the direction of means from trade in quotas within the Kyoto Protocol for needs of introduction of "pure" technologies is necessary for overcoming of system crisis of economy of Ukraine.Today the main industrial pollutants are just those power-consuming industries of chemical and metallurgical industry which, owing to falling of the prices in the world markets, endure difficulties. If these enterprises enter more energy saving technologies, they will let out more production less emissions owing to what Ukraine will get additional profits on participation in the Kyoto Protocol. Summing up the results, Yury Shirko emphasized that "the ecology can be favorable capital investment, on condition of accurate and clever state strategy in this sphere".
