The president Victor Yushchenko signed the law "About modification of the law of Ukraine "About concessions on construction and operation of highways".
It provides the mechanism of a construction of roads in concession: compensation of investments by introduction of a payment for using routes, thus, according to the law, possibility of alternative journey has to be provided, reports Лига.net.
According to press - services of the Ministry transport and the communication, the new law will allow to construct highways by consortium creation which part the European and Ukrainian companies will be.
The consortium builds and operates highways within 20-25 years then they carry over the state. At construction of autobahns the European system of standards of safety is provided.
Besides, the new bill will allow to expand and improve a road network of Ukraine considerably. At the same time he will allow to involve additional resources for a construction of roads.
According to the director general of KP "Kiyevavtodor" Georgy Glinsky, after law signing by the president there is possible an implementation of the project of the belt road round Kiev on which transit freght traffics will go from Western Europe to Asia, and also to the highway Lviv - Krakovets - the shortest road from Western Europe to Kiev.
Besides, construction of an automobile tunnel near Dnepr which will connect Victory Square and the area of Levoberezhnaya metro station (now about it can begin negotiations with the European Reconstruction and Development Bank) are conducted.
It is known that the Verkhovna Rada approved on January 15 the law "About modification of the Law of Ukraine "About concessions on construction and operation of highways".
The document is developed taking into account proposals of the international investors, concessionaires and law firms which were provided within the working group on the legislative settlement, the investors connected with activity in Ukraine.
Difference of new edition of the law - strengthening of control of the government behind concession activity, and also a guarantee of a goskonpensation of unprofitable and low-profitable projects.
The state guarantees to the investor a certain intensity of movement on the new highway or compensation of losses in case of discrepancy of the route to due level.
